The Senior Manager, Financial Planning & Analysis will lead financial planning and analysis for the entity’s project portfolio across the full award lifecycle, providing timely, accurate financial insight to program leadership to manage risk and make decisions, with direct responsibility for the highest-risk and most complex awards. Manages project budgets and the entity’s contribution to the annual operating budget, monitoring spending and forecasts against award terms, and ensures project finance plays its part in donor reporting and project close-out. Leads the entity’s project finance team and strengthens financial stewardship and capacity across the entity portfolio and network.
Key Responsibilities:
- Lead financial analysis across the entity’s portfolio for high-risk, high-value countries and projects, and for complex or centrally managed awards. This includes management of the Monthly Project Financial Review (MPFR) process and pipeline projections. Where the portfolio includes milestone-based or fixed-price agreements, maintain a deliverable-to-payment tracker with a clear owner and due date for each milestone, and monitor cost-to-complete and the projected surplus or deficit on the agreement. Identify under- and over-spending early and agree on corrective action with project leads. Flag potential issues and recommend corrective action to the applicable senior management.
- Serve as department lead and primary project financial analysis point of contact for program leadership, and on project financial matters across the entity’s portfolio, for donor points of contact, and as the escalation point for issues raised by the financial analysis team. Assist in preparation of project budgets, realignments, cost extensions and no-cost extensions during implementation, and coordinate country budget development across the portfolio. Oversee the entity’s project finance contribution to the annual operating budget, preparing inputs and reforecasts using group tools and timelines and supporting the quarterly surplus and deficit reviews led by the Senior Finance Advisor.
- Supervise, coach, and develop 1-5 direct reports, which may include a functional reporting line for country-based project finance positions. Set goals, conduct performance reviews, and recruitment, onboarding and training. Allocate the portfolio across the team and resolve competing demands on analyst time in line with the agreed approach to priority setting.
- Oversee project finance's part in the award lifecycle across the entity’s portfolio, including the following: review of award set-up and modifications completed by HXP revenue and donor reporting team against the award budget and implementation plan. Review of donor financial reports prepared by HXP for consistency with project records, with timely variance explanations and program inputs. Lastly, confirmation of project-side readiness before financial closeout by HXP revenue and donor reporting team.
- Build project financial analysis capacity – Monthly Project Financial Review (MPFR), forecasting and budget management - among program staff and country-based finance staff, in coordination with HXP country finance oversight. Interpret donor rules, including US Government and the requirements of multilateral and private funders, into practical guidance for program teams.
- Apply HXP Finance standards and maintain the entity’s project finance templates and portfolio financial health dashboard in line with them. Support audits with project-level documentation. Perform other duties as assigned.
- 10-25% international travel
