The Senior Market Analyst functions as a core analytical partner on multiple cross‑functional program teams, translating program strategy and market dynamics into quantitative forecasts, scenario analysis, and defensible estimates of program potential, risks, and outcomes. The role contributes directly to program design, market engagement, and portfolio‑level decision making by delivering timely, well documented analytical insights. They partner closely with internal program teams and other analytical functions to improve market understanding, refine assumptions, and advance forecasting and modeling approaches. The role requires strong communication and project management skills to ensure analytical work is clearly communicated, assumptions are well documented, and teams remain aligned around analytical inputs and results. This position reports to the Manager, Market Analytics & Planning and works in close coordination with the Principal Market Analyst to support defensible reporting and documentation of assumptions for biannual portfolio and funder level reporting. The Senior Market Analyst engages regularly with internal and external stakeholders and must be able to clearly present analytical methods, findings, and implications to audiences with varying technical backgrounds. This position is based in the Portland, OR metro area, with a hybrid work location. We are looking for candidates who can meet the requirement of working at least 2 days per week onsite at NEEA’s office location. Finalists must have eligibility to work in the US as NEEA is not able to provide VISA sponsorship or have remote work outside of the US. Salary range: $100,000 - $110,000, exempt Salary is based on the applicants Experience, Knowledge, Skills, and Abilities. The Typical Day May Include… Translate program strategy, market dynamics, and research inputs into quantitative forecasts of energy savings potential, including scenario analysis, risk and opportunity sensitivity analysis, and cost‑benefit analysis. Independently develop new, defensible analytical models; modify, maintain, and improve existing models; and manage all related data updates. Identify, assess, and manage data collection needs and risks to data quality that may affect analytical outputs. Apply and translate modeling methodologies of the Northwest Power and Conservation Council (NWPCC) for Power Plan applications and relevant measures in alignment with NEEA’s portfolio needs. Serve as a core analytical partner on multiple cross‑functional program teams, providing quantitative decision support to inform program design, market engagement strategies, and investment decisions. Develop and apply analytical insights to influence program teams and improve program design, performance, and outcomes. Support alignment across analytical, program, and research functions by clearly communicating analytical needs, assumptions, and implications throughout the program lifecycle. Partner with other NEEA data/research teams to identify data and knowledge gaps and co‑develop solutions that strengthen analysis, forecasting, and reporting. Prepare clear, well-structured documentation of analytical methods, assumptions, inputs, and outputs to support internal decision‑making and external reporting. Present analytical findings, assumptions, and methodology changes to a variety of audiences, including initiative teams, advisory committees, funders, and other industry stakeholders. Regularly support external reporting and engagement, including presenting analysis and documentation to regulators and the Cost Effectiveness Advisory Committee. Ensure presentation materials and analytical communications reflect best practices in evaluation application, analytical methodology, and data visualization. Mentor and guide newer and/or less senior analysts by reviewing work products, sharing analytical approaches, and supporting skill development aligned with NEEA’s business needs. Supervisory Responsibilities: This position has no direct supervisory responsibilities but may play an indirect role in mentoring and guiding the work of others. Qualifications Your Experience, Education, and Skills: Bachelor’s degree in economics, finance, mathematics, engineering, business, public administration, or a closely related field required. 5+ years of professional experience in financial planning or analysis, operations research or economic analysis and modeling required. Independently identifies stakeholder needs and recommends and develops actions/plans to meet those needs. Ability to understand market dynamics and analyze markets. Ability to understand concepts of product adoption rates, baseline trend and apply forecast curves to models. Ability to analyze, interpret and explain statistical data, estimates and projections; and to present results with clarity and precision to technical and non-technical audiences. Strong communication skills with the ability to speak and write clearly and persuasively in positive or negative situations. Ability to translate modeling needs to research and evaluation team to ensure research deliverables are well defined and meet the needs of the initiative for modeling purposes. Comfort with candid and forthcoming communications about potential issues and negative results as well as the positive. Proven success as a team player and a leader representing an analytical function on a cross-functional team. Uses intuition, curiosity and experience to identify and execute solutions to data quality challenges. Ability to skillfully gather and analyze information. Ability to operate and succeed in ambiguous situations. Ability to prioritize and plan work activities across multiple analytical efforts to meet deadlines and support program and reporting needs. Demonstrated proficiency using programming-based analytical tools (e.g., Python) as primary tools for data analysis, modeling, and development of reproducible analytical workflows. Working knowledge of spreadsheet-based tools (e.g., Excel) to support analysis, review, and communication of analytical outputs when appropriate. Proven proficiency with forecasting techniques such as scenario analysis, sensitivity analysis, and cost-benefit analysis. Ability to synthesize complex or diverse information from multiple data sources to support analytical conclusions. Preferred Education, Experience & Abilities: Experience in energy efficiency, utilities, market transformation, or related policy and regulatory environments. Experience working in codebased, reproducible analytical environments that emphasize transparency, version control, and peer review. Familiarity with working in collaborative, matrixed organizations that require coordination across analytical, program, and research teams. An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties will also be considered.
