Job Description Senior Organizational Change Manager We are seeking an Senior Organizational Change Manager to support a consumer licensing modernization initiative within a public sector organization. This role will provide comprehensive change management, business readiness, communications, stakeholder engagement, training, adoption, and AI enablement services to ensure successful implementation and sustained use of new digital capabilities. The ideal candidate will work collaboratively with business, technical, operational, and vendor stakeholders to develop and execute strategies that prepare the organization for process, technology, and AI-enabled changes, while promoting responsible innovation and compliance with organizational governance frameworks. This position requires someone who can develop and execute integrated business readiness and organizational change management strategies to support successful adoption and transition to operations. The role encompasses stakeholder impact assessment, communications and engagement planning, training and knowledge transfer, business adoption enablement, deployment readiness coordination, and governance reporting. This includes identifying opportunities to leverage approved AI-enabled tools to improve stakeholder engagement, communications, training development, knowledge management, organizational readiness, and reporting activities, while ensuring all AI-assisted outputs are reviewed for accuracy, quality, privacy, security, accessibility, and alignment with business objectives and organizational standards. Qualifications 3+ years - Organizational Change Manager experience on multi-year projects in public sector organizations impacting 50+ staff 7+ years - developing and implementing change management strategies, business readiness assessments, stakeholder engagement plans, or change impact assessments and mitigation strategies 7+ years - creating effective communication materials for stakeholders including newsletters, FAQs, user guides, and presentations 2+ years - implementing citizen services portals and business workflow applications on ServiceNow platform 7+ years - leading Organizational Change Management activities for business transformation and technology-enabled projects 2+ years - supporting licensing, regulatory, permitting, or citizen-facing service transformation initiatives 5+ years - working in Agile, Scrum, or hybrid project delivery environments Bachelor's degree or diploma in Computer Science, Information Technology, Business Analysis, Information Systems, Public Administration, Business Administration, Organizational Development, Communications, Human Resources, Adult Learning, Project Management, or a related discipline Nice to Have Agile certification Prosci change management certification or designation 7+ years - developing and delivering communications and presentations at multiple organizational levels including executive management, steering committees, and end users 7+ years - fostering effective working relationships with leadership and stakeholders 1+ years - leveraging and evaluating AI-assisted tools to develop communication materials, training content, presentations, knowledge articles, and stakeholder engagement artifacts to improve user adoption and operational readiness 1+ years - using Artificial Intelligence and Generative AI tools to support change management, stakeholder engagement, communications, training development, and business readiness activities This is a remote position.
