The role requires comprehensive understanding of bp's priorities and where policy developments create the greatest risks and opportunities. The ability to effectively influence and advise key partners and decision-makers will also be key, building alignment and shaping outcomes across a complex organisation.
Key responsibilities and accountabilities:
- Own and lead on Group policy positions (across climate and carbon markets as well as related industrial competitiveness/refining/trade areas), ensuring each position is strategically aligned and commercially grounded.

- Lead bp's positions on carbon markets and carbon pricing. Establish bp's high‑level climate positions and carbon‑pricing narrative. Lead on industrial competitiveness as it relates to climate and carbon policy.
- Be the SME for policy and partnerships relating to national, regional and international climate negotiations and global policy responses. This includes the UNFCCC COP process.
- Establish and lead cross‑business and cross‑region working groups and steering structures. Reconcile competing interests into a coherent bp view, securing senior alignment and sign‑off on positions and policy direction.
- Lead or contribute to bp's input to key consultations and regulatory responses, ensuring quality, consistency and timeliness.
- Equip bp's advocacy — provide colleagues leading on communications and external affairs with clear positions and materials to support advocacy and communication of bp’s perspectives on relevant policy matters.
- Maintain a forward view of global climate, carbon‑market, and related industrial‑policy, trade and other developments; identify emerging risks and opportunities early; and translate complex developments into concise, compelling recommendations for senior leaders.
- Provide expert advice and high‑quality briefings, products and presentations for bp executives, board members and senior external stakeholders.
Requirements of the role:
- Climate and carbon‑market knowledge — expertise in climate policy and a strong command of emissions trading and carbon pricing, with capability to build rapid credibility across related refining, upstream, gas, trade policy.
- Public‑policy expertise — substantial experience developing and owning policy positions, ideally spanning climate/energy policy, gained in a corporate, government, regulatory, trade‑association or advisory setting.
- Strategic and commercial judgement — able to connect policy to business value, competitiveness, risk and opportunity. Can also get into the detail (including quantitative/value‑at‑stake analysis) when needed.
- Position development and alignment — confirmed ability to reconcile competing business and regional interests into coherent group positions and secure senior sign‑off.
- Executive communication — advanced ability to assimilate large volumes of complex information. Can communicate salient points briefly and compellingly, in writing and verbally, up to executive and board level.
- Relationship management— deep expertise in navigating complex stakeholder environments. This will include governments, regulators or trade associations. A consistent record of developing internal and external networks to achieve tangible outcomes.
- Experience assessing policy and reputational risk/opportunity from emerging legislative and regulatory instruments.
- Business and strategic context — a solid understanding of bp's business and strategy (or able to acquire this quickly) and the confidence to operate globally across businesses and regions.
