Paysafe is a global payments platform powering the experience economy, with a strong focus on the iGaming, video gaming, e-commerce, online trading, retail, travel and hospitality sectors. With 30 years of expertise in payment technology, Paysafe helps businesses and consumers lift every experience through seamless, secure payment solutions, including card payments, digital wallets such as Skrill, eCash solutions like PaysafeCard, and a suite of local payment methods. With approximately 2,900 employees across 12 countries and annualized transactional volume of $167 billion in 2025, Paysafe connects people and businesses worldwide through innovative digital payment experiences.

About Paysafe Issuing

Paysafe Issuing brings together card issuing, BIN sponsorship, program and operational management, scheme connectivity, processing, card manufacturing, funding and settlement capabilities to support both Paysafe-owned brands and external clients. The team works across the full issuing lifecycle — from solution design and client onboarding through implementation, launch, scheme compliance, ongoing operations and change delivery.
A growing part of the proposition is Cards-as-a-Service (CaaS), where Paysafe coordinates the capabilities required to launch and operate new card programs for external clients. This requires strong program leadership across internal teams and external partners, including Mastercard and Visa, processors, manufacturers and other specialist providers.

The Role

The Senior Program Manager – Issuing is responsible for leading complex issuing programs and operational initiatives across Paysafe’s issuing portfolio. The role combines senior program management with hands-on issuing delivery, ensuring that new client programs, product changes, scheme mandates and operational enhancements are delivered in a controlled, timely and commercially effective manner.
In addition to managing cross-functional programs, the role will support implementation activities for new CaaS clients. This includes coordinating directly with card schemes, processors, card manufacturers and other partners to progress the practical delivery items required for launch.

What to expect:
  • Lead end-to-end delivery of issuing programmes, client implementations and product launches.
  • Manage programme plans, risks, dependencies, governance and stakeholder communications.
  • Coordinate cross-functional teams across Product, Technology, Operations, Risk, Compliance, Legal and Commercial functions.
  • Support onboarding and implementation of new Cards-as-a-Service clients.
  • Work closely with Visa, Mastercard, processors and card manufacturers to deliver new card programmes.
  • Oversee scheme compliance activities, operational readiness and regulatory changes.
  • Manage external partner relationships and support vendor governance.
  • Drive continuous improvement of processes, controls and delivery frameworks.

To be successful you need to have:

  • 5+ years' experience in programme management, delivery or implementation within payments, fintech, banking or financial services.
  • Strong understanding of card issuing and the payments ecosystem.
  • Experience delivering card programme launches, client onboarding or major product changes.
  • Excellent stakeholder management and communication skills.
  • Ability to manage multiple workstreams and drive delivery in a complex, matrixed environment.
  • Strong problem-solving mindset with a proactive, ownership-driven approach.
  • Experience with JIRA, Confluence and Microsoft Office tools.
  • Degree in Business, Finance, Technology or related field preferred.

We offer in return:
  • The opportunity to write the history of a leading and growing multinational company
  • Tailor-made training and ongoing development to help you enhance your skills in the field of online payments
  • Multiple career progression opportunities in a dynamic in-house business
  • Environment where product expertise, professional and personal commitment are rewarded
  • Competitive remuneration and social benefits package (25 days annual paid leave, 4 days paid volunteering time a year through our Paysafe Giving initiative, health insurance, sports card, team events, company discounts, variety of soft skills, business and technical training programs)
  • Fun and collaborative working atmosphere
  • Flexible working model - we encourage our employees to embrace our flexible working approach. You will be expected to work from home and spend an average of three days a week at our Sofia office as part of our hybrid work model
