Salary range is $81k to $176k with a midpoint of $122k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

General Purpose:

Senior Program Manager leads, manages and administers services and programs providing passenger access to transit for Sound Transit’s Transit Operations (TO) Department under the general direction of the Manager, Passenger Access Services. Ensures that all programs are delivered and executed within time and budget constraints and in full compliance with Sound Transit, and local, state, and federal policies, procedures, rules, and regulations; leads the implementation, management, and operation of passenger parking, loading (pick-up and drop-off), and selected bike and scooter parking management programs and services; leveraging resources and coordinating work across departments, divisions, and contractors to optimize access for passengers.

The Program Manager performs a full range of senior technical, program and project management and/or team leader roles for assigned programs; leads and manages any assigned team members and project and program collaborators in the coordination of work activities among Agency staff, consultants, local jurisdictions, and affected community and business groups during implementation, service delivery, and operations; manages, assigns, reviews, evaluates and participates in the work of assigned staff and contractors; ensures work quality and adherence to project scope and established policies and procedures; and performs technical and complex tasks relative to assigned areas of responsibility.

Essential Functions

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties:

  • Program Management: Develops and manages operational functions of passenger access services including passenger parking and loading management programs and services.

  • Manages, monitors and evaluates ST and vendor data on the payment of parking fees, use of daily general parking, issuance and use of parking permits, and the use of parking spaces by permit-holders at each facility.

  • Recommends definition and administers adjustment of permit qualifications, permit space use regulations, and thresholds for adjustment of parking fee and permit pricing, issuance, and/or the number of parking spaces available for use by permit type and by facility.

  • Manages work of vendor/contractors, and collaborating agency staff to adjust signage and other passenger-facing information, as needed to optimize parking availability for passengers and to meet other system access and parking management goals.

  • Serves as project manager, leading interdepartmental and interagency coordination and collaboration to implement the Regional Parking Management program, including initiation and adjustment of daily parking fees and parking permits at eligible facilities.

  • Vendor Management: Manages the parking management services contract. Monitors delivery and quality of work, adherence to contract terms and responsibilities; addresses and resolves issues with the vendor as needed. Develops compliance management plan with the vendor to ensure all program rules are followed; defines procedures for handling sensitive data.

  • Directs and manages collection of data on key performance indicators for access and parking by agency staff and contractors; analyzes vendor and agency data to evaluate performance, identify trends, issues, and areas for action.

  • Recommends improvements to agency facilities and services supporting passenger access to transit; assists in developing project, program, team, and department budgets, as assigned; monitors assigned program budgets.

  • Monitors and reports on vendor remittance and reporting of revenue from parking fees, permits, and payment of fines for violation of program rules and requirements.

  • Reports to the Board, Agency departments, and external entities, such as other transit agencies, Washington State Department of Transportation (WSDOT), Puget Sound Regional Council (PSRC), and local jurisdictions.

  • Coordinates with Transportation Safety and Security (TSS) to define, manage, administer, and enforce compliance with parking facilities and curb use rules, regulations, requirements and policies.

  • Designs and implements programs and services with a focus on equity and in coordination with Sound Transit’s Office of Civil Rights, Equity and Inclusion (CREI).

  • Serves as point of contact for and manages all aspects of assigned programs and project(s); conducts or coordinates regularly scheduled facility inspections; participates in the review process for transit capital projects in design and development, coordinates responses to customer comments or inquiries; drafts procedures, develops data collection systems, and drafts reports and presentations.

  • Participates in annual work plan development; responds to requests for information related to passenger access facilities and services,; assists with public and passenger outreach and engagement as directed.

  • Staffs internal and external committees as assigned; prepares and presents staff reports and other necessary correspondence; maintains awareness of trends and developments in the fields related to areas of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

    MINIMUM QUALIFICATIONS:

    Education and Experience: Bachelor's Degree in Public Administration, Facilities Management, Agreements Management or Real Estate or closely related field. Four years of increasingly responsible experience in real estate, agreements management, public administration, facilities management; OR an equivalent combination of education and experience.

    Required Licenses or Certifications:

    • Valid state driver’s license.

    Required Knowledge and Skills:

    • Transportation and/or parking planning, operations, and/or service delivery.
    • Knowledge of parking management principles, policies, practices, and technologies.
    • Program and project management techniques and principles.
    • Principles of project, program, and/or team leadership.

    • Defining a detailed project scope and methods of project control to ensure achievement of agency and project objectives.
    • Synthesizing information consistently of manner and recommending strategies to resolve politically sensitive project and program issues.
    • Understanding, interpreting, and applying administrative policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
    • Preparing and using detailed project schedules to plan and manage work.
    • Managing multiple tasks, set objectives/goals, and re-prioritize as needed.
    • Preparing and presenting clear and concise analytical, administrative, and financial reports.
    • Responding tactfully, clearly, concisely, and appropriately to internal and external inquiries and comments on sensitive issues.
    • Work effectively under pressure, meet deadlines, and adjust to changing priorities.
    • Utilizing personal computer software programs, including spreadsheet tools for research, analysis, communication and reporting purposes.
    • Competence with review and analysis of design documents including architectural and engineering plans.

    Physical Demands / Work Environment:

    • Work is performed in a standard office environment, at least 3 times per week.
    • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
