This is a remote position.

Redtech is helping our client with a Contractor search for a Senior IT Project Manager.


Location - Partially Remote, but reside in WA for frequent onsite meeting in Downtown Seattle

Target start date – approx 10/15/2026

Duration - through 6/30/2027 with option to extend

Schedule - Monday through Friday, 40 hours per week aligning with CLIENT’s standard operating hours of Monday through Friday, 8:00 am to 4:30 PM Pacific Time or Monday through Thursday, 6:00 am to 4:30 PM Pacific Time

Travel reimbursement: Travel to different sites may be required at times (Puget Sound area) Vendor staff will be reimbursed for travel expenses outside of King County (pre-approved). Any travel required outside of the said locations may be reimbursed at the current State travel rates if pre-approved in writing by the CLIENT Project Management IT Manager. Travel time shall not be billable.


Contract Pay Rate Range - $75 - $85/hr W2 - this range assumes full benefits participation

Pay offered to a successful candidate will be based on several factors including the candidate's education, work experience, work location, specific job duties, certifications and level of benefits selected etc.

Project Description and Background


The Washington State Ferries (WSF) Ticketing & Reservations Modernization (TRM) project is a major, multi-year transformation effort to modernize customer-facing ticketing, reservations, and terminal operations systems as well as implementation of a customer relationship management (CRM) system. The TRM initiative represents a major strategic investment to improve customer experience, operational efficiency, and long‑term system sustainability. The project aligns with WSF’s strategic roadmap and future-state vision for modern, flexible reservation and ticketing systems.


The Washington State Ferries (WSF) Terminal Wait Times (TWT) project is a multi‑year modernization effort to design and deploy a systemwide traveler‑information solution that provides accurate, real‑time, and predictive vehicle wait‑time data across non‑reservation terminals. By automating queue detection, measuring vehicle flow from terminal approach through vessel loading, and integrating predictive analytics with customer‑facing communication channels, the TWT initiative will enhance the ferry travel experience, reduce terminal congestion, improve operational efficiency, support multimodal travel decisions, and lower greenhouse‑gas emissions. This investment aligns with WSF’s long‑range vision for modern, data‑driven terminal operations and is supported by FHWA cooperative‑agreement requirements and a phased implementation plan that begins with pilot deployments at select terminals


The Deputy Project Manager will support the Senior Project Managers who oversee the full lifecycle of TRM and TWT delivery by owning administrative tasks related to schedule integration, Agile execution, and coordination across multiple stakeholder groups. This role will also have a strong emphasis on managing business analysis activities including business workflow analysis, requirements analysis, RFP requirements language, requirements traceability, and Agile execution.


The Deputy Project Manager will work closely with WSF business unit subject matter experts, product owners and WSF Technology Services Division (TSD) analysts to develop and organize functional and non-functional requirements, user stories, system features, and test cases in WSF’s Azure DevOps.


Primary responsibilities include:

  • Lead the gathering, documentation, and refinement of business and technical requirements for TRM and TWT.
  • Map and analyze current and future‑state processes to identify gaps and improvement opportunities.
  • Maintain and prioritize the requirements backlog and define acceptance criteria in partnership with product owners and subject matter experts.
  • Facilitate stakeholder workshops, interviews, and cross‑functional discussions to capture and validate business needs.
  • Support development of test cases and assist with system validation and user acceptance testing.
  • Contribute to change management efforts, including impact assessments, readiness planning, and training support.
  • Serve as the lead requirements manager across TRM and TWT, ensuring consistency in requirements management and analysis.
  • Support the senior project manager with schedule integration, team coordination, and alignment of business and technical activities.
  • Track and escalate project risks and issues related to requirements, process changes, and operational impacts.
  • Prepare and deliver project communications, status updates, and executive‑level reporting.


Mandatory & Desirable Knowledge and/or Skills

Mandatory:

  • Hands-on requirements engineering: elicitation, documentation, traceability, and change control in Azure DevOps using user stories, features, epics, and acceptance criteria.
  • Agile delivery experience (Scrum/SAFe): backlog grooming, sprint planning, review/demos, and iterative validation with stakeholders.
  • Stakeholder facilitation and communication across business operations, terminal staff, IT, vendor teams, and executive leadership.
  • Experience with public-facing business workflows, including integrations, data migration, and operational readiness.
  • Test planning and UAT coordination: scenario design, defect triage, and readiness sign‑off aligned to release milestones.
  • Operational process analysis and future‑state design documentation with visualization tools
  • Risk, issue, and dependency management; ability to proactively make surface impacts and drive mitigation actions.
  • Ability to produce clear executive reporting, status updates, and decision briefs supported by measurable outcomes and KPIs.


Desirable:

  • Certification in Project Management and/or Business Analysis
  • Advanced proficiency in Azure DevOps for requirements traceability, dashboards, and release reporting.
  • Experience in public‑sector procurement, including RFI/RFP development and vendor selection for enterprise platforms.
  • Knowledge of data governance and privacy requirements for customer and operational data.
  • Experience coordinating pilot deployments and phased system rollouts, including terminal readiness activities.
  • Experience collaborating with academic or industry research partners to evaluate and integrate innovative technologies.
  • Strong analytical skills to define KPIs, interpret operational metrics, and support continuous‑improvement initiatives.
  • Excellent written communication skills for authoring requirements, test plans, operational procedures, and executive reports.
