About ELB Learning
ELB Learning helps organizations improve employee performance through innovative learning technology, engaging content, and learning services. We work with organizations across industries to create meaningful learning experiences that drive business results.
Our Public Sector team supports federal agencies, the Department of Defense, state and local governments, higher education institutions, and nonprofit organizations.
About the Role
ELB Learning builds the tools, content, and services that help organizations train their people. Our Public Sector team serves federal agencies, the Department of Defense, state and local government, higher education, and nonprofits. In this market, execution is the product. Contracts carry fixed periods of performance, deliverable schedules, and compliance standards, and the customer judges us on whether the work lands on time and to standard.
The Senior Project Manager owns that execution. This is the second seat in the Public Sector organization and the operational center of the business. You will run delivery across every product and every account in the portfolio, from kickoff through renewal, so that what was promised in the contract is what the customer actually receives.
The SVP owns strategy, capture, and growth. You own everything that happens after the award.
Reporting and alignment
This role sits in the Delivery organization and reports to the Executive Vice President, Delivery, who owns the reporting line, career path, resourcing, and company wide delivery standards.
The role is assigned full time to the Public Sector business. Day to day priorities, account assignments, and customer commitments come from the Senior Vice President, Public Sector, who provides primary input on performance. Within Public Sector, this is the senior delivery seat and acts for the SVP on execution matters.
What You Will Own
Delivery across the portfolio
Own the master schedule for all active Public Sector projects, spanning authoring tools, learning management, simulation and immersive training, coaching, and custom content and services.
Define scope, milestones, and resource plans with the customer and with internal delivery teams, then hold both sides to them.
Run intake for new work. Triage what lands where and confirm every commitment has a named owner and a date.
Escalate early. Surface schedule, budget, and staffing risk before it becomes a customer conversation.
Customer operations and satisfaction
Serve as the operational point of contact for named Public Sector accounts after the sale is closed.
Run the recurring customer rhythm: status reviews, milestone check-ins, and quarterly business reviews.
Track open items to closure across support, product, professional services, and finance so the customer never has to chase an answer.
Own renewal readiness from the delivery side. Every account should be healthy, documented, and defensible well before its renewal date arrives.
Federal contract execution
Manage delivery against government contract vehicles, task orders, and purchase orders, including period of performance, deliverable schedules, and CLIN or CDRL level tracking where applicable.
Coordinate with contracts, legal, and finance on modifications, option year exercises, invoicing milestones, and closeout.
Keep compliance artifacts current, including Section 508 and accessibility documentation, security and privacy requirements, and agency specific standards.
Support capture and proposal efforts with delivery input: staffing plans, schedules, level of effort estimates, and past performance narratives.
Training delivery operations
Plan and run instructor led training delivery, virtual and in person, including facilitator scheduling, session logistics, registration, rosters, and materials distribution.
Manage trainer to learner ratios, session capacity, and rescheduling against the customer training calendar.
Collect and act on evaluation data. Turn participant feedback into corrective action before the next session, not after the program ends.
Coordinate content updates with instructional designers and product teams so materials stay current with system and configuration changes.
Cross functional coordination
Work across product, engineering, support, professional services, and finance to unblock delivery.
Translate customer requirements into work internal teams can actually execute, and translate internal constraints into language the customer can accept.
Own the handoff from sales to delivery so nothing is lost between the signature and the kickoff.
Operating rhythm and reporting
Run the operating cadence for the Public Sector team, including delivery standups and pipeline to delivery handoff reviews.
Produce status reporting for internal leadership and for the customer, including monthly progress reports where the contract requires them.
Maintain project documentation, lessons learned, and repeatable playbooks so the second delivery of a program is better than the first.
Second in command
Represent the Public Sector organization in internal reviews and customer meetings when the SVP is unavailable.
Serve as the senior delivery authority inside Public Sector, carrying priority and customer commitment questions to the SVP and resourcing, staffing, and delivery standard questions to the EVP of Delivery.
Mentor project coordinators and delivery staff as the team grows.
Drive process improvement across the portfolio rather than one project at a time.
What You Bring
Required
Bachelor degree in project management, business, education, or a related field, or equivalent experience.
Five or more years managing projects end to end, including at least two years in a federal, DoD, or public sector environment.
Demonstrated experience delivering training programs, learning technology, or professional services to government customers.
Working knowledge of how government contracting actually operates: task orders, periods of performance, deliverable schedules, and the line between what is in scope and what is not.
Proven ability to run multiple concurrent projects across different customers and product lines without losing the details.
Strong written communication. You can produce a status report a government point of contact will accept without follow up questions.
US citizenship. Must be able to obtain and maintain a US government security clearance.
Preferred
Active Secret clearance or higher.
PMP, CAPM, or equivalent project management certification.
Military service or prior government service, including Guard and Reserve.
Experience with learning management systems, authoring tools, or simulation and immersive training platforms.
Familiarity with Section 508 and WCAG accessibility requirements.
Experience at a small or mid size company where the project manager also does the work.
Preferred Qualifications
Experience working with federal, Department of Defense, state/local government, higher education, or nonprofit clients.
Experience with government contracts or projects with defined deliverables and compliance requirements.
PMP, CAPM, or other project management certification.
Experience managing learning, eLearning, instructional design, or technology implementation projects.
Familiarity with Agile, Scrum, or other structured delivery methodologies.
Experience managing projects involving multiple vendors or external contractors.
What Success Looks Like

First 12 months
No customer escalation reaches the SVP without a proposed fix already attached.
Renewal readiness is documented for every account ahead of its renewal window.
At least one repeatable delivery playbook is in production use across more than one account.
