Job Description

The Senior Proposal Manager & Writer leads the development and delivery of compliant, compelling responses to formal solicitations from government and commercial customers. As lead writer and accountable proposal manager, this role shapes the narrative and manages the full proposal lifecycle—from opportunity assessment through submission, follow-up, and archiving—in accordance with solicitation requirements, procurement integrity standards, and TRSS risk controls.

Working with sales, product, legal, finance, security, contracts, subject matter experts (SMEs), capture, partnerships, and Procurement and Proposal Management leadership, this role translates complex requirements into clear response strategies, coordinates contributors and deadlines, and improves the quality and consistency of customer-facing responses.

This role combines three core responsibilities, with writing as the primary focus. As proposal writer, you will author and edit executive summaries, win themes, value propositions, and technical, management, and solution narratives, turning SME input into persuasive, customer-focused content. As proposal manager, you will guide responses from the pre-RFP phase through submission, best and final offer (BAFO), and award, with accountability for schedule, compliance, quality, and on-time delivery. As knowledge manager, you will maintain a reusable SharePoint content repository, including lessons learned and past performance references, to make future responses faster and more consistent. Assignments range from short-turnaround task orders to long-term capture pursuits.

Key Responsibilities

We are seeking a highly organized, detail-oriented writer and manager who takes ownership, brings structure to fast-moving efforts, adapts to changing requirements, and holds contributors accountable to tight deadlines. The successful candidate works with integrity, independently and collaboratively, and continually improves proposal content and processes.

  • Manage assigned RFPs, RFIs, questionnaires, certifications, and other formal requests from federal government and commercial customers, from intake through closeout.
  • Analyze solicitation requirements, evaluation criteria, and risks to develop a response plan and workback schedule.
  • Lead bid discussions and coordinate cross-functional contributors to keep proposal milestones on track.
  • Own the proposal schedule, assign action items and deliverables, hold contributors accountable, and meet internal and external deadlines.
  • Serve as lead writer, drafting, editing, and assembling clear, persuasive, compliant content that meets TRSS standards and tailors repository material to each customer.
  • Maintain a consistent voice, style, and quality standard across all proposal sections.
  • Interview SMEs and translate technical, legal, and product input into clear, compelling language aligned with evaluation criteria.
  • Develop win themes, discriminators, and executive summaries with sales and capture leads, and integrate them throughout each response.
  • Reconcile SME and reviewer edits while preserving clarity and consistency.
  • Manage customer communications on procurement matters, including clarifications, revisions, and post-award items.
  • Review and finalize complete, compliant, customer-focused responses, including required forms, before submission.
  • Submit responses by email, bid portal, or printed shipment by the stated deadline.
  • Advise internal partners on procurement and proposal matters, and escalate legal, compliance, security, or commercial risks as appropriate.
  • Maintain organized proposal records and lead post-submission follow-up, content capture, lessons learned, and archiving.
  • Develop and maintain templates, guidebooks, and best practices to improve efficiency and consistency.
  • Use the content repository to provide consistent, accurate answers to customer and internal questions.

Required Qualifications

  • Bachelor’s degree (BA or BS) required, preferably in journalism, communications, marketing, technical communications, business, or a related field.
  • At least five years of proposal management experience, including responses to formal government solicitations.
  • Exceptional professional writing, editing, and proofreading skills, with demonstrated ability to produce persuasive, compliant proposal content and meticulous attention to detail. Writing samples will be requested.
  • Proven organizational and project management skills, including the ability to interpret complex requirements, coordinate contributors, own outcomes, and manage competing priorities under tight deadlines.
  • High integrity and professionalism, with the ability to build trust with internal and external partners at all levels.
  • Strong technical and analytical aptitude, with the ability to learn new products and technologies quickly.
  • Ability to obtain and maintain a U.S. national security clearance.
  • U.S. citizenship required to comply with government contract, agency, or federal government requirements.

Preferred Qualifications

  • Proposal writing experience for technology or data companies.
  • APMP membership or certification.
  • Experience with Qvidian or comparable proposal management software.
  • Familiarity with TRSS and Thomson Reuters products and markets.
