Leidos's Digital is seeking a Senior Systems Engineer – Mission Engineering, Modeling & Simulation.

The Senior Systems Engineer will support the U.S. Coast Guard CG-TECH-DME organization in executing enterprise digital transformation, digital engineering, and mission engineering (ME) initiatives supporting Force Design 2028 objectives. The role provides technical leadership in mission engineering, model-based systems engineering (MBSE), and mission-level modeling and simulation (M&S), applying the methodology of the DoW Mission Engineering Guide (MEG) v2.0 and the digital engineering practices established in DoW Instruction 5000.97 to Coast Guard missions. The Unified Architecture Framework (UAF) and its modeling language, UAFML, together with SysML, are the primary languages for this position: the Senior Systems Engineer will characterize missions, develop digital mission architectures composed of mission threads and mission engineering threads in UAF, and execute threat-informed, quantitative analyses to evaluate operational concepts, assess capability gaps and candidate solutions, inform acquisition, modernization, and resourcing decisions, and quantify mission effectiveness across Coast Guard mission systems, platforms, and systems of systems. This individual will work closely with Coast Guard leadership, requirements owners, operational planners, program managers, enterprise architects, operations analysts, developers, cybersecurity teams, and mission stakeholders.


Primary Responsibilities

  • Lead and support mission engineering studies following the MEG v2.0 methodology: define the mission problem statement, characterize the mission (scenario, vignettes, threats, environment, assumptions, and constraints), and scope each analysis to the acquisition, modernization, or resourcing decision it is intended to inform.
  • Develop and maintain digital mission architectures in UAF/UAFML, including mission threads (MTs) that capture the end-to-end sequence of operational activities and mission engineering threads (METs) that allocate systems, platforms, organizations, and information exchanges to those activities, as baseline and alternative mission architectures.
  • Apply the UAF grid across the Strategic, Operational, Services, Resources, Personnel, Security, Projects, and Standards domains to produce coherent, traceable views from capability and mission objectives through operational activities to resource and system realization, and generate DoDAF-conformant views from the UAF model where required by DHS, DoW, or Joint stakeholders.
  • Define mission metrics, including measures of effectiveness (MOEs), measures of performance (MOPs), and measures of suitability (MOSs), and maintain traceability from desired mission outcomes through UAF capabilities and operational activities to SysML system requirements and design parameters.
  • Build and maintain enterprise, mission, and system architecture models in CATIA Magic / Cameo (Enterprise Architecture and Systems Modeler) using UAFML and SysML, including model organization, profiles and customizations, validation suites, model queries and reports, and trade studies, and support transition planning toward SysML v2.
  • Develop and execute mission-level modeling and simulation using tools such as AFSIM, MATLAB/Simulink, or Ansys STK to assess baseline and alternative mission architectures, quantify capability gaps, and compare candidate materiel and non-materiel solutions against mission metrics.
  • Connect UAF/SysML architecture models, engineering analyses, and operational simulations into an authoritative, integrated analytical environment (digital thread) supporting decision-making across the lifecycle, and verify, validate, and document models and simulations (VV&A) in accordance with DoW M&S policy so results can be relied upon for decisions of record.
  • Develop mission engineering and systems engineering products, including mission problem statements, mission characterization, UAF mission architecture views, analysis plans, study reports, findings and recommendations briefs, CONOPS, requirements documentation, and interface definitions.
  • Support structured, iterative experimentation, prototyping, and wargaming activities that use mission engineering analysis to refine capability requirements and evaluate Coast Guard, partner, and industry solutions against priority operational problems, consistent with the DoW Mission Engineering and Integration Activity (MEIA) model.
  • Support alignment and interoperability of Coast Guard mission architectures with DHS, DoW, Joint, and partner architectures, including joint kill-chain and kill-web constructs and maritime domain awareness, where Coast Guard missions intersect with joint operations.
  • Establish and maintain UAF modeling standards, style guides, model governance, and configuration management practices for the Coast Guard digital engineering ecosystem, and coordinate with cloud, cybersecurity, and data teams on secure, scalable model and simulation environments.
  • Present model- and simulation-derived findings to technical and non-technical audiences in governance boards, mission reviews, technical reviews, and program briefings.
  • Support technical roadmaps, mission engineering and digital engineering ecosystem strategies, and implementation plans; monitor risks, dependencies, and integration impacts; and contribute to continuous improvement and workforce competency development.

Basic Qualifications

  • Bachelor’s degree in Systems Engineering, Engineering, Computer Science, Operations Research, or related discipline and 8–10 years of related experience, or 6–10 years with a Master’s degree. Additional experience may be considered in lieu of a degree.
  • Demonstrated experience developing enterprise and mission architectures in UAF/UAFML (UAF 1.2 or later) in Cameo Enterprise Architecture or CATIA Magic, including multi-domain traceability across the UAF grid and integration with SysML system models.
  • Demonstrated experience conducting or directly supporting mission engineering studies, including mission characterization, mission thread and mission engineering thread development, mission metric definition, and analysis of alternative mission architectures.
  • Working knowledge of the DoW Mission Engineering Guide v2.0, DoWI 5000.88 (Engineering of Defense Systems), and DoWI 5000.97 (Digital Engineering), and their application to acquisition and capability development decisions.
  • Modeling and simulation experience using tools such as AFSIM, MATLAB/Simulink, or Ansys STK, including scenario development, execution, and analysis of results.
  • OMG Certified Systems Modeling Professional (OCSMP) Model Builder.
  • Experience supporting complex federal IT, systems engineering, or modernization programs, and familiarity with systems engineering lifecycle and requirements management practices.
  • Strong written and verbal communication skills.
  • U.S. Citizenship required; ability to obtain and maintain a DHS Public Trust.

Preferred Qualifications

  • OMG Certified UAF Professional (OCUP or UAF certification) and experience with DoWAF-to-UAF migration or DoWAF view generation from UAF models.
  • Experience integrating UAF/SysML mission architectures with AFSIM or Ansys STK scenarios to trace mission outcomes back to system requirements and design decisions.
  • Experience supporting OUSD(R&E) mission engineering activities, Service mission engineering organizations, or experimentation campaigns tied to Key Operational Problems or equivalent Service-level priority operational problems.
  • Familiarity with SysML v2, its API and services, and model interoperability approaches for integrating architecture models with analysis and simulation tools.
  • Proficiency in Python or MATLAB for simulation automation, model queries, and data analysis; familiarity with operations research methods (design of experiments, sensitivity analysis) and HLA/DIS or cloud-based simulation environments.
  • Experience supporting U.S. Coast Guard, DHS, or DoW mission engineering, wargaming, or analytical modeling and simulation programs.
  • INCOSE CSEP/ESEP, DAU or Service mission engineering coursework, or Ansys STK / AFSIM training.

Pay Range $107,900.00 - $195,050.00
