Senior Technical Business Analyst

We are seeking a Senior Technical Business Analyst to support modernization and enhancement initiatives within a public sector organization. This role will focus on delivering complex technology solutions across multiple correctional and justice-related projects, including secure wireless infrastructure deployment and video visitation service implementation. The ideal candidate will lead stakeholder consultations, translate business needs into technical specifications, and drive process improvements that enhance operational efficiency and service delivery across provincial facilities.

This position requires someone who can develop integrated system and technical design specifications, facilitate business process improvement workshops, and bridge communication between vendors, client ministries, and technical teams to support complex software solutions spanning multiple development environments. The role encompasses gathering requirements from diverse stakeholder groups, creating business and technical requirements documentation, designing business architecture and software system specifications, performing systems analysis and design, and producing project artifacts using XML, UML and web services technologies. The Senior Technical Business Analyst will prepare and manage comprehensive project documentation, lead project status meetings, identify user training needs, escalate risks and issues with recommendations, and ensure appropriate communication across all project phases.

Qualifications

• 4+ years - University degree in business, management or related discipline plus Technical Business Analyst experience; OR 6+ years - two-year diploma in business, management or related discipline plus Business Analyst experience; OR 7+ years - one-year certificate in business, management or related discipline plus Business Analyst experience; OR 8+ years - Business Analyst experience alone
  
• 3+ years - developing integrated system and technical design specifications on complex engagements
  
• 4+ years - facilitating and managing business process development and process re-engineering workshops and sessions
  
• 5+ years - gathering requirements from diverse stakeholder groups across multiple ministries or departments
  
• 5+ years - translating business requirements into detailed technical requirements in an enterprise IT environment
  
• 1+ years - working with correctional facility systems related to business processes and requirements gathering

• 5+ years - adapting to new business environments, performing root-cause analysis, resolving issues, improving processes, delivering work independently, and collaborating effectively with cross-functional teams
