Job Description


Client: Government of Alberta – Technology & Innovation
Ministry: Public Safety & Emergency Services (PSES), Correctional Services Division (CSD)
Location: Edmonton, Alberta
Work Arrangement: Primarily Remote; up to 15% onsite in Edmonton
Hours: Monday–Friday, 8:15 AM–4:30 PM Alberta Time
Positions: 3
Contract: Full-time, potential extension up to 24 months
Travel: Up to 15%
Work Location: 7000 – 113 Street, Edmonton, AB

Project

Support two major correctional technology initiatives:

  • Wi-Fi Implementation – Phase 2: Secure wireless infrastructure across provincial correctional facilities supporting virtual courts, e-disclosure, e-learning, telehealth and staff mobility.
  • Video Visitation Service (VVS): Province-wide secure video visitation modernization and integration with the Offender Management System.

Key Responsibilities

  • Lead stakeholder consultations, workshops and requirements sessions.
  • Gather and document business, functional and technical requirements.
  • Translate business requirements into detailed technical specifications.
  • Develop system/technical design specifications and database models.
  • Facilitate business process improvement and re-engineering.
  • Conduct business and technical analysis for complex enterprise IT solutions.
  • Support business architecture, system design and iterative development.
  • Coordinate vendors, ministries, technical teams and business stakeholders.
  • Identify and escalate risks, issues, options and recommendations.
  • Lead project/status meetings and prepare status reports.
  • Develop project plans, schedules and project documentation.
  • Ensure project communication throughout delivery.
  • Identify user training requirements.
  • Produce artifacts using XML, UML and/or web services technologies.


Requirements

Mandatory Requirements

  • University degree + 4 years Technical BA experience; OR 2-year diploma + 6 years BA experience; OR 1-year certificate + 7 years BA experience; OR 8 years BA experience.
  • 3+ years: Integrated system and technical design specifications.
  • 4+ years: Business process development/re-engineering workshops.
  • 5+ years: Requirements gathering from diverse stakeholders across ministries/departments.
  • 5+ years: Translating business requirements into detailed technical requirements in enterprise IT.
  • 1+ year: Correctional facility systems, business processes and requirements gathering.

Nice-to-Have

  • 5+ years: Root-cause analysis, issue resolution, process improvement and independent delivery.
  • 5+ years: Vendor coordination and stakeholder management.
  • 2+ years: AI, Generative AI, intelligent automation and data-driven solution requirements.
  • 5+ years: Project documentation.
  • 5+ years: Stakeholder workshops, governance meetings, steering committees and executive briefings.
  • 2+ years: Public-sector experience.
  • 5+ years: Agile development environment.
