Pinchin is looking for an accomplished and industry-recognized Senior Technical Lead, Excess Soil & Infrastructure to provide senior technical leadership within our Environmental Due Diligence & Remediation – Land Development team. The role will focus on regulatory compliance, technical quality, and complex project delivery for development and infrastructure assignments across the GTA and Southwestern Ontario. We offer flexible work options, including hybrid or fully remote arrangements, so you can thrive while making a meaningful impact.
Role Overview
As a Senior Technical Lead at Pinchin, you will be a trusted senior technical resource and technical leader responsible for complex Excess Soil, infrastructure, and Record of Site Condition assignments, as well as the technical development of RFP responses. Your leadership will strengthen technical quality, regulatory compliance, consistency, and practical problem-solving, supporting successful project outcomes that protect our clients, communities, and the environment.
In this role, you will help shape and advance Pinchin’s excess soil practice by establishing and applying technical standards, providing QPESA oversight, leading complex and high-risk project delivery, and mentoring project and operational teams. You will work closely with Operations Managers, Business Unit Leaders, Technical Managers, and senior reviewers to resolve complex issues, promote consistent practices, and advance technical excellence. You will also contribute to growth with client confidence, supporting strategic pursuits, strengthening client relationships and advancing business development opportunities.
Your Impact as Senior Technical Lead
- Technical Leadership, Standards & Continuous Improvement: Serve as a senior technical authority for Excess Soil, infrastructure, and Record of Site Condition work. Develop, interpret, and promote consistent technical approaches, tools, templates, and quality expectations across the practice. Apply lessons learned and recommend technical, quality, and delivery improvements to Operations Managers, Business Unit Leaders, and Technical Managers.
- QPESA & Regulatory Oversight: Provide senior interpretation of Ontario Regulation 406/19, the Excess Soil Rules, Ontario Regulation 153/04, and related guidance. Advise project teams on RPRA registration and tracking requirements, soil reuse planning, receiving-site selection and due diligence, and compliance strategy. Identify regulatory and professional-practice risks and establish defensible paths forward.
- Complex Project Leadership: Lead the technical strategy, planning, and delivery of complex, high-risk, or strategically important Excess Soil and infrastructure assignments, including major transit, highway, redevelopment, land development, and other public-sector projects. Provide clear technical direction, coordinate multidisciplinary inputs, resolve critical issues, and maintain accountability for defensible outcomes.
- Technical Review & Quality: Review proposals, work plans, technical reports, and regulatory submissions for accuracy, consistency, constructability, and compliance. Coordinate with Technical Managers and senior reviewers to strengthen quality control and reduce technical and regulatory risk.
- Prepare & Certify Documentation: Oversee, prepare, review, and certify key regulatory documents, including APUs, SAPs, SCRs, and ESDARs, in accordance with the Excess Soil Rules and Ontario Regulation 406/19.
- Mentoring & Technical Development: Coach junior, intermediate, and senior staff; collaborate with Pinchin’s National Practice Leaders to provide formal technical training seminars and other thought leadership; support QPESA development; and build consistent technical capability across offices and project teams.
- RFP, Client & Business Development Support: Lead the technical development of complex RFP responses and strategic pursuits, shaping bid strategy, scope, methodology, assumptions, risk allocation, team inputs, pricing inputs, and technical presentations. Serve as the senior technical representative in key client meetings and interviews, help strengthen client relationships, identify and advance relevant opportunities, and support targeted business development activities.

You are recognized as a trusted technical resource, can communicate complex regulatory issues clearly, and are effective at guiding multidisciplinary teams toward practical, defensible solutions. You build client confidence through technical credibility while remaining collaborative, hands-on, and focused on quality.
- Proven track record, demonstrated through at least 10 years of progressively responsible Ontario environmental consulting experience, leading complex, multi-stakeholder Excess Soil, infrastructure, and RSC assignments from scoping through regulatory close-out. This must include acting as a QPESA and overseeing or certifying APUs, SAPs, SCRs, and ESDARs for major transit, highway, redevelopment, or land development projects, with demonstrated success achieving defensible regulatory outcomes, resolving complex soil-management issues, and delivering work against scope, schedule, budget, and quality requirements.
