Project Scope
We are seeking a Senior Technical Program Leader / Healthcare Technology Strategist to lead a technical discovery workstream supporting a physician network technology and interoperability initiative across Hawaii. This individual will connect practice-level findings to a coherent technology and data strategy, partnering with executive leadership and a clinical program lead. Consultants will work as integrated members of the project team and may represent the initiative with practices under approved titles and communications.
Position Summary
This is a senior strategic operator role, not a PMO scheduling function. The ideal candidate brings deep ambulatory healthcare technology experience, cross-platform EHR fluency, and the credibility to lead meaningful conversations with independent physicians and practice owners. You will design and execute a phased practice readiness assessment methodology, guide consultant teams, present findings and recommendations to executive stakeholders, and help shape a practical, interoperability-first technology strategy for a complex, multi-platform provider landscape.
Key Responsibilities
- Lead technical discovery across independent physician practices, IPAs, and community health organizations — inventorying EHR platforms, versions, certification status, and connectivity.
- Map scheduling, documentation, referrals, care coordination, and data exchange workflows alongside staff capacity, hardware, network, and vendor dependencies.
- Assess interoperability options including existing health information exchange capabilities before recommending new infrastructure.
- Design a phased assessment methodology and coach consulting team members on execution.
- Build credibility with practice owners, managers, and clinical staff through practical, peer-level conversations — not mandates or payer incentives.
- Synthesize practice-level findings into a coherent technology and data strategy aligned with the broader initiative.
- Present readiness findings, gaps, risks, and recommended next steps to executive leadership.
- Partner with a PSW-side executive and a separately sourced clinical program lead to align technical and clinical workstreams.
Qualifications
- Senior ownership of complex ambulatory healthcare technology initiatives, ideally across multiple independent practices or provider networks.
- Cross-platform EHR fluency including certification, workflows, interfaces, and vendor limitations — certified, uncertified, and paper-based environments.
- Strong interoperability judgment including HIEs, HL7/FHIR concepts, data quality, privacy, and security considerations.
- Demonstrated ability to make build-versus-leverage decisions in resource-constrained settings.
- Credibility with physicians and practice owners without relying on formal authority.
- Meaningful familiarity with Hawaii healthcare organizations, independent physician practices, or local health networks.
- Ability to design assessment methodologies and present complex options clearly to executive audiences.
Preferred Qualifications
- Experience with CINs, ACOs, value-based care, population health, practice transformation, or MSO environments.
- Payer-side knowledge is a plus; a payer-first mindset is not a fit for this role.
- Existing professional relationships within Hawaii’s physician or health technology community.
Ideal Candidate Profile
- Senior operator who can get into technical detail and zoom out to strategy — not a project coordinator.
- Builds trust with independent practice owners quickly, through practical conversation and concrete examples, not credentials alone.
- Hawaii-based candidates or those with deep, verifiable Hawaii healthcare experience are strongly preferred.
- Comfortable with ambiguity, phased discovery, and a landscape where no two practices look alike.
- Ready to represent the initiative professionally with practices from day one.
