About the Role

We are seeking a detail-oriented Senior Tender Technical Evaluation Specialist to lead the technical assessment of supplier and contractor submissions across competitive tender processes. This role focuses on evaluating technical compliance, reviewing specifications and methodologies, assessing proposed solutions, identifying deviations, and preparing objective technical evaluation reports. Working remotely, the successful candidate will collaborate with procurement teams, engineering specialists, project stakeholders, and subject-matter experts to ensure tender submissions meet defined requirements and support transparent, defensible procurement decisions.

Key Responsibilities

• Lead technical evaluations of tender submissions, requests for proposals, expressions of interest, and related procurement documents.
• Review tender specifications, technical scopes, drawings, schedules, standards, and performance requirements.
• Develop technical evaluation criteria, compliance checklists, scoring matrices, and assessment templates.
• Assess supplier and contractor proposals against mandatory technical requirements and stated evaluation criteria.
• Verify the completeness, accuracy, consistency, and technical adequacy of submitted documentation.
• Evaluate proposed products, equipment, materials, systems, services, and technical solutions against required specifications.
• Review technical methodologies, implementation plans, delivery strategies, and proposed project schedules.
• Assess supplier capabilities, relevant project experience, technical resources, personnel qualifications, and quality management arrangements.
• Identify technical deviations, exclusions, qualifications, assumptions, and non-compliance issues.
• Distinguish between mandatory requirements, desirable features, acceptable alternatives, and material technical exceptions.
• Coordinate technical reviews with engineering, operations, IT, quality, safety, and other relevant subject-matter experts.
• Prepare technical clarification requests and coordinate the assessment of supplier responses.
• Evaluate alternative technical proposals and assess their suitability, risks, benefits, and compatibility with project requirements.
• Review testing, inspection, commissioning, maintenance, warranty, and after-sales support proposals where applicable.
• Assess proposed quality assurance procedures, technical documentation, certifications, and compliance evidence.
• Identify technical risks relating to performance, reliability, compatibility, implementation, maintainability, and operational continuity.
• Prepare detailed technical evaluation reports, comparative assessment summaries, scoring justifications, and recommendations.
• Maintain clear records of evaluation decisions, supporting evidence, clarifications, and approval trails.
• Ensure evaluation activities are consistent, impartial, confidential, and aligned with approved procurement governance procedures.
• Support procurement teams during commercial evaluation and negotiation preparation by highlighting technical considerations and unresolved exceptions.
• Monitor evaluation timelines, outstanding technical reviews, stakeholder inputs, and reporting deadlines.
• Recommend improvements to tender specifications, technical evaluation procedures, templates, and assessment practices.

Qualifications and Experience

• Bachelor's degree in Engineering, Information Technology, Construction Management, Procurement, or a relevant technical discipline.
• Significant professional experience in technical tender evaluation, engineering assessment, procurement support, or technical bid management.
• Demonstrated experience reviewing complex technical proposals and supplier submissions.
• Strong understanding of tendering procedures, technical specifications, evaluation methodologies, and procurement governance.
• Experience developing technical compliance matrices, scoring models, evaluation reports, and recommendation documents.
• Ability to interpret technical drawings, specifications, schedules, standards, and contractual requirements relevant to the assigned sector.
• Knowledge of quality assurance, technical risk assessment, supplier qualification, and compliance verification.
• Experience evaluating technical methodologies, project delivery plans, equipment specifications, and proposed solutions.
• Strong analytical skills and the ability to identify technical gaps, inconsistencies, and material deviations.
• Excellent report-writing, documentation, and technical presentation skills.
• Proficiency in Microsoft Excel, Word, PowerPoint, and relevant document management or e-tendering platforms.
• Ability to coordinate technical assessments involving multiple departments and subject-matter experts.
• Strong communication, stakeholder management, and problem-solving capabilities.
• High standards of professional integrity, objectivity, confidentiality, and attention to detail.
• Ability to manage competing priorities and meet strict tender evaluation deadlines.
• Relevant engineering, quality, procurement, or project management certifications are advantageous.
• Experience supporting internal audits, procurement reviews, or formal tender governance processes is desirable.
