Position Summary:

The Site Development Manager is responsible for leading the planning, approval, design, and development of new club locations, club takeovers, remodels, expansions, and fuel facilities. This role manages projects from initial site evaluation through permitting and construction readiness, ensuring projects are delivered on schedule and within budget. The Site Development Manager serves as the primary liaison among internal stakeholders, consultants, attorneys, construction project managers, and government agencies, while representing the company's interests throughout the development and approval process.


Key Responsibilities:

  • Manage assigned development projects from inception through completion, including new club locations, takeovers, remodels, expansions, and on and off-site gas station developments, ensuring projects are delivered on time and within budget.
  • Develop project strategies and lead consultant teams to secure all required approvals from federal, state, and local agencies.
  • Represent the company's interests at public meetings, hearings, and regulatory proceedings to obtain necessary project approvals.
  • Oversee the project entitlements including state, county and local site plan approval and site development and permitting for construction s, ensuring compliance with company design criteria, budgets, schedules, and prototype requirements.
  • Manage a variety of real estate deal types including reverse build-to-suit projects, ground leases, space leases, owned self-developed sites developments, within shopping centers and free-standing parcels.
  • Maintain accurate project schedules and budgets, providing regular updates and status reports to management.
  • Develop Requests for Proposals (RFPs), evaluate consultant qualifications, negotiate scopes of work, and manage consultant contracts.
  • Partner with the Real Estate team to develop conceptual site plans and evaluate initial due diligence and project feasibility.
  • Lead project teams through due diligence, conceptual design, and feasibility analysis to establish development schedules, coordination and preparation of construction budgets, and project viability.
  • Support real estate negotiations by providing project-related due diligence, development documentation, exhibit preparation, and entitlement information.
  • Coordinate the preparation, review, and submittal of approval, permitting, and construction documents, ensuring alignment with company design standards, project objectives and timelines.
  • Attend and lead meetings with municipal officials, consultants, attorneys, and internal stakeholders to advance project approvals.
  • Coordinate and ensure all permits, fees, bonds, and regulatory notifications are completed prior to construction.
  • Lead weekly project meetings and facilitate communication among all project stakeholders.
  • Administer consultant contracts, invoices, amendments, change orders, and project closeout documentation.
  • Assemble and manage project teams consisting of attorneys, engineers, architects, planners, strategists, and permitting specialists to support project approvals and execution.
  • Develop entitlement and approval timelines and integrate them into overall project schedules.
  • Coordinate the preparation of building, civil, fuel facility, and off-site construction documents to support permitting and construction schedules.
  • Track and communicate project approval progress to ensure management has accurate information for planning club openings and related milestones.

Qualifications:

  • Preferably Civil Engineering or other compatible bachelor’s degree including Construction Management, Planning, Architecture, or a related field required. A professional engineer’s license is desirable but not required.
  • 5-7 years of experience in site design, real estate development, construction management, engineering, or a related field.
  • Strong knowledge of land use planning, civil engineering principles, and site development processes.
  • Experience navigating municipal, state, and regulatory approval processes and the ability to represent the company at public hearings including technical, business, and legal matters.
  • Understanding of retail site design, including traffic engineering, , drainage, grading, utility, environmental issues, and soil considerations.
  • Knowledge of legal, permitting, and environmental issues related to land development.
  • Strong project management, budgeting, and scheduling skills.
  • Excellent communication, negotiation, and stakeholder management abilities.
  • Corporate retail development experience preferred.

This is a hybrid role. Tuesday through Thursday are in-office days at BJ's Club Support Center in Marlborough, MA and Monday and Friday are remote days.

In accordance with the Pay Transparency requirements, the following represents a good faith estimate of the compensation range for this position. At BJ’s Wholesale Club, we carefully consider a wide range of non-discriminatory factors when determining salary. Actual salaries will vary depending on factors including but not limited to location, education, experience, and qualifications. The pay range for this position is $115,000.00 - $146,000.00
