Responsibilities:

  • Serves as the Oracle 19c database authority for the migration of a legacy U.S. Army enterprise system into Palantir Foundry (Army Vantage), with a focus on migration and transition engineering rather than steady-state database maintenance
  • Extracts the legacy Oracle 19c database on NIPRNet, producing a consistent point-in-time, integrity-validated snapshot and staging it for load into Palantir Foundry
  • Reverse-engineers the highly normalized, time-variant legacy schema and leads source-to-target data mapping of key processes and data objects, including application-dependency mapping across source systems to sequence the migration safely
  • Analyzes legacy Oracle ETL jobs and PL/SQL objects to determine what must be refactored versus retired in the move to the Palantir Foundry pipeline
  • Performs data profiling, cleansing, and source-to-target reconciliation (row- and field-level integrity) to enforce system data-quality and validation rules on migrated data
  • Works within the existing Oracle Data Guard replication/sync topology to establish a repeatable extract and incremental sync into Palantir Foundry without disrupting the legacy system during the proof of concept
  • Partitions, bulk-loads, and performance-tunes specifically for one-time and incremental migration throughput
  • Applies DoD and Army requirements throughout the transition, including STIG-hardened Oracle baselines, RMF, NIPRNet constraints, and proper handling of controlled data

Requirements:

  • Bachelor's degree in Computer Science, Information Systems, or a related field (equivalent experience may be considered)
  • 10+ years of Oracle database administration experience, including hands-on database migration and data transition projects
  • Advanced Oracle 19c expertise, including RMAN, Data Pump, ASM, PL/SQL, and partitioning, with working knowledge of Oracle Data Guard replication
  • Demonstrated data migration experience: point-in-time extraction, source-to-target mapping, data profiling, reconciliation, and data-quality validation
  • Experience analyzing legacy PL/SQL and Oracle ETL code to drive refactor-or-retire decisions
  • DoD environment experience: STIG-hardened Oracle baselines, RMF, and NIPRNet constraints
  • Administer, test, and implement computer databases, applying knowledge of database management systems. Coordinate changes to computer databases
  • Plan, coordinate, and implement security measures to safeguard computer databases
  • Provides technical/management leadership on major tasks or technology assignments
  • Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge
  • Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met
    • Interactions involve client negotiations and interfacing with senior management
    • Decision making and domain knowledge may have a critical impact on overall project implementation
  • May supervise others
  • An active Secret security clearance is required

Preferred Qualifications:

  • Oracle Certified Professional (OCP), Oracle Database 19c
  • CompTIA Security+ or equivalent DoD 8570/8140 baseline certification
  • Experience designing incremental sync or change data capture (CDC) from Oracle sources
  • Exposure to Palantir Foundry or Army Vantage data integration
