Overview
We are looking for a Senior Contracts Manager who thrives in a fast-paced, deadline-driven environment and stays organized and calm under pressure. In this role, you will be responsible for the management, implementation, and oversight of government contracts serving the Public Sector market. You will also work with the reseller channel on contract management and compliance. The position demands a mix of strategic and transactional capabilities, with a firm understanding of risk management across both the Federal and Public Sector space.
At Panasonic Connect, we connect the power of people and technology to change work, advance society and help connect to tomorrow. Empathy, results, relentlessness and teamwork are the foundations of the Panasonic Connect Culture. Our mission is to elevate the employee experience by empowering individuals to use their voice and have a positive impact on our business.
Responsibilities
Contract Management: Pre-Award
- Oversee pre-award contracting issues, including contractual methods, types, negotiation, channel coordination, and protests; manage risk in prime contracts, subcontracts, and teaming arrangements, including ambiguous, first-of-kind structures
- Review all Panasonic contractual obligations and coordinate with Sales, Resellers, Supply Chain Management (SCM), pricing managers, and other groups to ensure compliance (e.g., most favored customer clauses, price increase, decrease, and update clauses, administrative fees, web portal development and maintenance, audits and records, staffing reports, and insurance and HR requirements)
- Provide contractual opinions on strategic opportunities and solicitations; review and redline contracts; and create and manage contract templates in collaboration with Legal and Risk Management
- Provide contractual content for bid proposal responses to strategic solicitations, including terms and conditions, representations and certifications, and other contract-related requirements; coordinate with Sales, Finance, Legal, and other internal departments to ensure proper communication and internal approval and sign-off as required
- Conduct government market research, identify new contract opportunities, and proactively advise leadership on capture opportunities before a solicitation is released; manage PCONA questionnaires and surveys tied to those opportunities
- Drive business growth for minority products and new solution lines (e.g., PIVS, EPIC, and managed services) beyond individual contract vehicles, coordinating with those teams on contract gaps and needs
Contract Management: Post-Award
- Support contractual obligations as required by contract; receive and manage the post-award handoff from Bid Management into contract execution
- Monitor contract performance for compliance with contract and regulatory requirements, coordinating with management, resellers, and other internal groups to ensure requirements are fulfilled
- Update contract product and price lists quarterly, with a goal of monthly updates; track vehicle-specific notice-period requirements (GSA, OMNIA, and NASPO each differ) before submitting price changes; and improve mid-cycle update processes to reduce turnaround time
- Own contract renewal and rebid strategy end to end in collaboration with Sales, Business Development, and agency buying offices; prevent lapses in contracts and Participating Addenda through proactive renewal tracking and a prioritized list with defined timelines to manage utilization
- Manage Government-Wide Acquisition Contracts (GWACs) and General Services Administration (GSA) Schedules, applying Federal procurement depth beyond State, Local, and Education
- Process contract modifications through a formal intake channel (e.g., a customer relationship management case) rather than informal requests, and add or remove resellers from contracts as needed
- Coordinate with Finance on quarterly administrative fee payments, up-to-date state registrations and certifications, and state contractor licenses; work with the Risk team to keep Certificates of Insurance current for all contracts
- Own the contract system of record (including uploading executed documentation within the service level agreement), signature routing through Adobe Sign and DocuSign, and regular review of contract web pages for current content and working links
- Create and manage dashboards of performance metrics for the business, and own dashboard and reporting strategy across multiple contract vehicles
- Partner with the PCONA Connected Excellence team and Legal to implement contract lifecycle management (CLM) tooling and to automate recurring reporting and contract intake and response processes; set team-wide standards for CLM adoption and cycle times; and introduce new tooling beyond the Center of Excellence-supported baseline
Relationship Management and Training
- Maintain strong relationships with government contracting agencies and develop a thorough understanding of agency missions, contract strategies, and contract uses; conduct annual contract reviews with procurement officials; meet regularly with contracting officers on contract use, strategy, reseller partners, amendments, and renewals; and own cross-vehicle procurement officer relationships
- Collaborate with Sales and Business Development teams to understand market and customer requirements, and communicate contract lifecycle updates to relevant internal teams on an ongoing basis
- Train internal teams and resellers on Federal and state buying procedures, contract uses, strategies, and grants, including quarterly sessions and contract-awareness one-pagers on platforms such as Showpad and Connecter
- Evaluate reseller performance annually and maintain an accurate reseller list by contract; work with Territory Account Managers and the Channel team to resolve reseller issues
- Mentor Contract Admins and less-senior Contracts Managers with formal coaching responsibility, and conduct weekly progress assessments with the contract management team
Compliance
- Regularly manage the contracts, partner, and contracting officer list in TEAMS
- Work with the PEXNA Center of Excellence, Legal, Compliance, and NA Government Affairs teams to understand statutes and legislation that may affect the business
- Develop and maintain relationships with industry associations as necessary to understand industry concerns and issues
- Drive a culture of compliance within assigned vehicles, and document compliance and contract-interpretation positions in writing rather than providing verbal-only guidance
- Prepare for audits and maintain readiness for Controlled Unclassified Information (CUI) and Federal Information Processing Standards (FIPS) requirements; establish audit criteria to track reseller compliance and improve transparency
- Own the audit response framework for assigned contract vehicles (gathering documentation, coordinating with Legal, and serving as the point of contact with auditors), as well as audit-readiness standards for CUI and FIPS across the team's vehicle portfolio
- Set team-wide standards for reseller, Certificate of Insurance, and state-registration compliance processes; shape cross-vehicle governance standards; and contribute to enterprise-level contract strategy conversations
- Perform other duties as assigned
Scope
- No direct reports; formal coaching and mentoring responsibility for Contract Admins and less-senior Contracts Managers
REQUIREMENTS
Education and Experience
- Bachelor's degree in Business, Political Science, or a technology-related field
- 8+ years of experience in contract management or Federal and Public Sector Account Management, with demonstrated progression in scope and complexity
- Strong contract writing and negotiation experience, with solid working knowledge of standard contract terms and conditions
- Familiarity with the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
- Project management experience (PMP certification is a plus)
- Federal and GWAC-specific procurement depth beyond State, Local, and Education, with cross-agency benchmarking and contract vehicle strategy expertise, as well as deep specialization in State, Local, and Education contract vehicles
- Experience conducting government market research and preparing for audits, including readiness for CUI and FIPS requirements
- Federal and Public Sector procurement experience (a plus)
Competencies
- Strategic thinking and analytical capabilities, including identifying risks and opportunities
- Ability to establish and manage contract management leading practices
- Proven negotiation capability
- Experience managing large, complex projects
- Ability to manage multiple competing priorities simultaneously and work under pressure to meet tight deadlines
- Data analysis skills to drive decision making
- Ability to solve complex problems and propose alternative solutions, including independently navigating ambiguous, precedent-free contract structures
- Ability to sustain pace and composure during simultaneous audits, compliance reviews, and executive-facing escalations, and to model steadiness for junior team members during high-stakes periods
- Ability to coach and mentor less-senior contracts staff and to shape governance standards that outlast any single vehicle
- Working knowledge of generative AI tools and how they can be applied to improve contract efficiency
Communications
- Demonstrated communication, presentation, and writing skills
- Ability to communicate across all levels of the organization, as well as externally with customers, suppliers, and government agencies
- Strong collaboration, influencing, verbal, and written communication skills, with transparent communication practices
- Ability to present contract renewal and rebid recommendations directly to Sales leadership with full supporting analysis, and to build trust with Sales and Finance leadership at the executive level
- Ability to build peer relationships across Legal and the Government Sales Center of Excellence independent of active deals

- Travel to customer, agency, reseller, and internal meetings, trainings, audit activities, and contracting events and conferences as needed to support contract relationships and compliance (estimated 10% travel)
