Position Summary
The JPI Group is seeking an experienced and results-driven Senior Outreach Professional to support an energy efficiency workforce development program in Michigan. This position leads to the execution of strategic outreach and recruitment activities designed to increase program awareness, establish community and employer partnerships, and generate qualified participant referrals.
Working closely with the Program Manager, the Senior Outreach Professional develops regional outreach approaches, engages workforce development organizations, establishes referral networks, and implements recruitment campaigns that support program enrollment and workforce development goals.
The ideal candidate brings demonstrated experience in workforce development, community engagement, employer outreach, and partnership development. This individual must be comfortable working independently, building relationships across diverse communities, and using recruitment data to identify opportunities for continuous improvement.
Essential Functions and Responsibilities
Strategic Outreach and Participant Recruitment
- Develop and execute targeted outreach strategies aligned with program enrollment goals, eligibility requirements, approved messaging, and contractual performance targets.
- Identify priority populations, geographic areas, and recruitment channels throughout Michigan to support program participation using job-related and program-approved criteria.
- Conduct regional outreach assessments to identify potential recruitment partners, communities with limited access to workforce resources, and opportunities to expand program awareness.
- Develop outreach action plans with measurable recruitment goals, timelines, assigned activities, and documented follow-up requirements.
- Execute recruitment campaigns through community organizations, workforce agencies, educational institutions, employers, and other approved referral partners.
- Conduct information sessions, community presentations, and direct outreach activities to generate interest in energy efficiency training opportunities.
- Maintain a consistent pipeline of prospective participants to support scheduled training cohorts and program enrollment targets.
- Provide prospective participants with accurate information regarding program eligibility, training pathways, available support services, enrollment procedures, and potential career opportunities without guaranteeing admission, placement, compensation, or employment.
- Coordinate with the Program Coordinator to ensure timely handoff of prospective participants for intake, eligibility screening, and enrollment.
- Monitor recruitment performance and adjust outreach activities based on referral volume, application completion, enrollment conversion, approved program needs, and available data.
- Identify recruitment challenges and recommend corrective outreach strategies to the Program Manager.
Community and Employer Partnership Development
- Build and maintain professional relationships with Michigan Works! agencies, community colleges, adult education providers, community-based organizations, nonprofit organizations, and other workforce development partners.
- Identify organizations serving individuals who may benefit from energy efficiency training and employment opportunities.
- Establish and maintain referral partnerships that connect potentially eligible individuals to program services in accordance with approved referral and eligibility procedures.
- Conduct regular meetings with community partners to communicate program opportunities, eligibility requirements, training schedules, enrollment procedures, and available support services.
- Develop relationships with energy efficiency contractors, HVAC companies, weatherization providers, utilities, trade associations, manufacturers, distributors, and other clean energy employers throughout Michigan.
- Conduct targeted employer outreach to identify documented workforce needs, hiring opportunities, required competencies, and potential program partnerships.
- Promote program training opportunities and communicate the value of participating in workforce development initiatives.
- Coordinate with the Program Manager to identify opportunities for employer participation in recruitment, training, work-based learning, interviewing, and job-placement activities.
- Collect employer feedback regarding workforce needs, required competencies, hiring timelines, and recruitment challenges.
- Maintain ongoing communication with referral partners and employers to strengthen engagement and support sustainable workforce pipelines.
- Document partnership activities, referral commitments, workforce needs, and engagement outcomes in designated systems.
Outreach Campaigns and Stakeholder Engagement
- Coordinate outreach campaigns and recruitment activities in collaboration with the Program Manager and internal marketing resources.
- Contribute to the development and review of program flyers, digital announcements, email campaigns, presentations, and other outreach materials.
- Identify appropriate communication channels to reach target audiences, employers, and referral partners in accordance with approved outreach strategies.
- Coordinate outreach activities through workforce agencies, educational institutions, community organizations, industry associations, and employer networks.
- Develop clear and consistent messaging that accurately communicates program benefits, training opportunities, eligibility requirements, enrollment procedures, and career pathways.
- Plan and facilitate webinars, information sessions, recruitment events, and community presentations.
- Represent The JPI Group professionally at workforce development meetings, career fairs, employer convenings, and regional community events.
- Maintain regular communication with community partners regarding upcoming training opportunities and approved program activities.
- Coordinate with training providers to align recruitment activities with upcoming training schedules and available enrollment capacity.
- Communicate stakeholder feedback, emerging workforce needs, recruitment risks, and partnership opportunities to the Program Manager.
- Ensure outreach activities and communications are consistent with approved program messaging, organizational policies, accessibility practices, and applicable contractual requirements.
Recruitment Performance and Reporting
- Maintain accurate, complete, and timely records of outreach activities, partner engagement, participant referrals, and recruitment outcomes.
- Track key outreach performance indicators, including organizations contacted, meetings conducted, events attended, referrals generated, applications received, and enrollment conversions.
- Monitor recruitment pipeline activity and identify documented trends affecting program enrollment.
- Evaluate the effectiveness of outreach channels and recommend adjustments to improve engagement and recruitment outcomes.
- Prepare regular outreach updates and recruitment performance summaries for the Program Manager.
- Coordinate with the Program Coordinator to ensure outreach and referral data are accurately captured in designated tracking systems.
- Maintain supporting documentation of outreach activities and partnership engagement for contractual reporting, monitoring, and audit requirements.
- Identify gaps in recruitment performance and implement corrective outreach activities in coordination with the Program Manager.
- Provide data-informed recommendations to strengthen outreach effectiveness and support achievement of approved program enrollment targets.
- Protect confidential participant, employer, and partner information and share information only for legitimate program purposes in accordance with approved procedures, privacy requirements, and organizational policies.
Team Coordination and Professional Standards
- Coordinate closely with the Program Manager, Program Coordinator, training providers, employer-engagement staff, and other approved program partners.
- Maintain professional boundaries and avoid making commitments regarding eligibility, enrollment, financial assistance, employment, accommodation, compensation, benefits, or continued participation outside the authority of the role.
- Escalate material participant, partner, employer, safety, data, compliance, or service-delivery concerns to the Program Manager.
- Use consistent, job-related, and program-approved criteria when conducting outreach, communicating opportunities, and supporting referrals.
- Perform other related duties that are consistent with the general nature and level of the position and legitimate program needs.
Required Qualifications
- Bachelor's degree in workforce development, business administration, communications, public administration, education, marketing, or a related field, or an equivalent combination of education, training, and relevant experience.
- A minimum of five years of experience in workforce development, community outreach, employer engagement, recruitment, partnership development, or a related field.
- Demonstrated experience developing and executing outreach strategies that achieve measurable recruitment or engagement outcomes.
- Experience building and maintaining relationships with workforce agencies, community organizations, educational institutions, employers, or industry partners.
- Strong understanding of workforce development systems, recruitment practices, and employment-related support services.
- Experience coordinating outreach campaigns, community events, information sessions, or employer-engagement activities.
- Ability to analyze outreach data, monitor recruitment pipelines, and identify opportunities for performance improvement.
- Excellent written and verbal communication, presentation, facilitation, and relationship-management skills.
- Strong organizational skills and ability to manage multiple outreach activities, deadlines, and competing priorities.
- Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, and Teams.
- Experience using customer relationship management platforms, outreach tracking systems, workforce databases, or comparable systems.
- Ability to work independently and collaborate effectively with internal teams and external stakeholders.
- Ability to maintain confidentiality and handle sensitive participant, employer, and partner information appropriately.
- Current residency in the State of Michigan and ability to travel throughout Michigan as required.

Preferred Qualifications
- Experience supporting energy efficiency, clean energy, utility-sponsored, construction, or skilled trades workforce development programs.
- Established professional relationships within Michigan’s workforce development ecosystem.
- Familiarity with Michigan Works! Agencies, community colleges, adult education providers, community-based organizations, and regional employer networks.
- Knowledge of energy efficiency occupations, including HVAC, heat pumps, weatherization, energy auditing, electrical trades, building science, and building performance.
- Experience engaging employers in workforce training, apprenticeship, work-based learning, or job-placement initiatives.
- Experience supporting recruitment for publicly funded or utility-sponsored workforce development programs.
- Demonstrated success recruiting individuals from communities with limited access to employment resources or individuals facing barriers to employment.
- Experience developing regional outreach strategies and community partnership networks.
- Familiarity with Salesforce, Microsoft Dynamics, Power BI, SharePoint, Microsoft Planner, or comparable tracking and reporting platforms.
- Experience coordinating digital outreach campaigns, webinars, community presentations, career fairs, and recruitment events.

Work Environment and Travel
