In this role, you will guide multidisciplinary teams, manage scope, schedule, budget, quality, and client relationships, and help deliver solutions that improve the communities we serve. As a Project Manager, you will be responsible for leading project teams, coordinating technical disciplines, managing client expectations, and ensuring delivery of high-quality work on schedule and within budget. You will serve as a trusted point of contact for clients, support project planning and execution, mentor staff, and help strengthen JMT’s reputation for responsive service, technical excellence, and practical solutions.
Essential Functions and Responsibilities
- Manage transportation and infrastructure projects from planning and design through construction support, with responsibility for scope, schedule, budget, quality, and risk management.
- Serve as the primary client contact, build trusted relationships, and support responsive communication throughout the life of each project.
- Lead multidisciplinary project teams, including engineers, designers, planners, technical specialists, subconsultants, and support staff.
- Develop and manage project work plans, staffing plans, budgets, schedules, invoicing, and change management documentation.
- Coordinate preparation of technical deliverables, contract documents, cost estimates, specifications, permits, and construction phase services.
- Monitor project performance, identify issues early, and implement practical solutions to maintain quality, profitability, and client satisfaction.
- Mentor and support staff development while encouraging collaboration, accountability, and attention to detail.
- Support business development activities, including proposal preparation, client meetings, scope development, and pursuit strategy.

Required Skills
- Strong project management skills, including scope development, scheduling, budgeting, resource planning, risk management, and change management.
- Ability to lead multidisciplinary teams and coordinate technical work across multiple disciplines and stakeholders.
- Strong communication and client relationship skills, including the ability to present project status, resolve issues, and manage expectations.
- Working knowledge of transportation infrastructure project delivery, including design criteria, agency requirements, contract documents, and construction phase coordination.
- Ability to manage multiple projects in a dynamic, team-oriented environment while maintaining quality, schedule, and profitability.
Required Experience
- BS or MS in Civil Engineering, Construction Management, or a related field from an accredited university.
- 10+ years of relevant experience in transportation, infrastructure, structural, or civil engineering project delivery.
- 3+ years of managing projects, project teams, coordinating with subconsultants, budgets, schedules, and client relationships.
- Licensed Professional Engineer in the state of Maryland.
- Experience delivering projects for state, local, or federal transportation agencies.
Preferred Experience
- Project Management Professional (PMP) certification or formal project management training.
- Experience working with the Maryland Department of Transportation, MDTA, local Maryland agencies, or other transportation clients.
- Experience supporting proposals, client presentations, scope development, and fee negotiations.

This position is based primarily within an office setting, offering a comfortable and well-maintained environment. Most work is performed while seated; however, it may require occasional standing and walking. The office is modern, clean, well-lit, and climate-controlled. No hazardous or unpleasant conditions caused by noise, dust, etc., are present in our office environment.
