TRISTAR is seeking a remote experienced Subcontracts Manager to lead subcontract administration and procurement activities supporting federal government programs, primarily within the Department of Defense (DoD). This position oversees the subcontract lifecycle, ensures regulatory compliance, manages supplier relationships, and supports strategic business objectives.

Key Responsibilities:

  • Full Lifecycle Management: Owns the end-to-end subcontract process from statement of work (SOW) creation, requests for proposals (RFPs), and source selection to negotiation, award, administration, and closeout.
  • Compliance & Regulations: Ensures all subcontracts align with applicable rules—such as the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Contractor Purchasing System Reviews (CPSR) in defense or aerospace fields.
  • Cost & Price Analysis: Conducts price analysis, evaluates vendor proposals, and negotiates pricing structures (Firm-Fixed-Price, Time and Materials, or Cost-Reimbursable).
  • Risk & Performance Mitigation: Tracks supplier key performance indicators (KPIs) for cost, schedule, and quality, resolving disputes and implementing corrective action plans when issues arise.
  • Cross-Functional Collaboration: Partners closely with Program Management, Finance, and Security teams to flow down prime contract requirements.
Requirements

Required:

  • Active clearance or ability to obtain one.
  • Bachelor’s degree in Business, Supply Chain Management, Contracts Management, or a related field; equivalent relevant experience may be considered.
  • 10+ years of federal subcontract administration experience supporting DoD or other government programs.
  • Strong knowledge of CPFF, FFP, FFP-LOE, and T&M subcontract types.
  • Extensive understanding of FAR, DFARS, and CPSR requirements.
  • Demonstrated experience leading subcontracting, procurement, or contracts teams.
  • Strong negotiation, analytical, communication, and organizational skills.
  • Proficiency with Microsoft Office and Deltek Costpoint.
  • Supervisor subcontract administration personnel.

Desired:

  • NCMA certification (CPCM, CFCM, or CCCM) preferred.
