Federal Government client is seeking Systems Analyst (APS6) to translate business requirements into technical requirements that align with relevant architectures. The role will place you as a Senior Systems Analyst with responsibilities to create, evaluate and document ICT solutions in new and existing ICT systems. They may propose modifications to the existing systems and processes, or design new systems to meet user needs as expressed in requirements documentations or user stories. Senior Systems Analysts are responsible for translating business needs into ICT system requirements and specifications for enhancements. It includes designing, analysing and documenting software systems to meet business expectations. They are responsible for writing functional specifications from the business requirements. The role will involve having or the ability to gain knowledge of the department’s software development lifecycle, tools, services, deployment procedures and cyber security policies as well as industry best practices. You will work closely with Software Architects, Scrum Masters, Product Owners, Developers and Testers with the shared purpose of building simple, helpful, respectful and transparent services for everyday Australians. Duties may include: perform detailed analysis and evaluation of business processes and requirements create solution designs and implement solutions to meet business needs create and maintain solution documents support daily operations and monitor performance of business solutions adhere to delivery and support methodologies and contribute ideas for improvement perform detailed technical application assessments considering feasibility, resource effort, risks and benefits conduct testing activities such as test planning, execution coverage reviews and defect management collaborate with stakeholders to define tasks, resolve issues, solve problems and ensure effective and timely implementation of projects undertake project quality management tasks such as peer and quality reviews of specifications, design and testing documents review research, process models and documentation of other staff, providing guidance and feedback resolve or escalate issues as required and suggest alternative approaches and solutions manage the life cycle of changes and improvements to systems Estimated start date 01 Oct 2026 Initial contract duration 12 months Extension term up to 24 months Experience level APS6 equivalent Location of work Canberra, Melbourne, Adelaide Working arrangements Hybrid. The Labour Hire Worker is to work onsite on a full-time basis for the first 6 weeks. A hybrid flexible working arrangement may then be considered, ensuring the Labour Hire Worker’s residing address is within reasonable travel time and distance of the RFQ location to present onsite in cases of emergency or to meet business requirements. Criteria The Client has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential Criteria Feasibility assessment: Level 4 (SFIA)Selects relevant feasibility assessment approaches and techniques. Identifies the range of possible options. Undertakes short-listing of options and feasibility assessment. Engages with internal and external stakeholders to get the information required for feasibility assessment. Supports preparation of business cases including cost/benefit, impact and risk analysis for each option. Requirements definition and management: Level 4 (SFIA) Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source. Software design: Level 4 (SFIA) Designs complex software applications, components and modules. Uses appropriate modelling techniques following agreed software design standards, guidelines, patterns and methodology. Creates and communicates multiple design views to balance stakeholders' concerns and to satisfy functional and non-functional requirements. Identifies, evaluates and recommends alternative design options and trade-offs. Models, simulates or prototypes the behaviour of proposed software to enable approval by stakeholders, and effective construction of the software. Verifies software design by constructing and applying appropriate methods. Reviews, verifies and improves own designs against specifications. Leads reviews of others designs Systems design: Level 4 (SFIA) Designs system components using appropriate modelling techniques following agreed architectures, design standards, patterns and methodology. Identifies and evaluates alternative design options and trade-offs. Creates multiple design views to address the concerns of the different stakeholders and to handle functional and non-functional requirements. Models, simulates or prototypes the behaviour of proposed system components to enable approval by stakeholders. Produces detailed design specifications to form the basis for the construction of systems. Reviews, verifies and improves own designs against specifications. Desirable Criteria Consultancy: Level 5 (SFIA)Takes responsibility for understanding client requirements, collecting data, delivering analysis and problem resolution. Identifies, evaluates and recommends options. Collaborates with, and facilitates stakeholder groups, as part of formal or informal consultancy agreements. Seeks to fully address client needs and implements solutions if required. Enhances the capabilities and effectiveness of clients, by ensuring that proposed solutions are fully understood and appropriately exploited. Methods and tools: Level 3 (SFIA) Provides support on the use of existing methods and tools. Configures methods and tools within a known context. Creates and updates the documentation of methods and tools. Specialist advice: Level 4 (SFIA) Provides detailed and specific advice regarding the application of their specialism to the organisation's planning and operations. Actively maintains knowledge in one or more identifiable specialisms. Recognises and identifies the boundaries of their own specialist knowledge. Where appropriate, collaborates with other specialists to ensure advice given is appropriate to the organisation's needs. User experience evaluation: Level 3 (SFIA) Evaluates design options and prototypes to obtain user feedback on requirements of developing systems, products, services or devices. Tests the usability and accessibility of components and alternative designs. Administers a range of evaluations, recording data and feedback. Analyses evaluation data and recommends actions. Identifies areas for future user research. Checks systems, products, services or devices for adherence to applicable standards, guidelines, style guides, and legislation. Evaluates the usability of existing or competitor systems to provide benchmark values and as input to design.
