Koniag IT Systems, LLC a Koniag Government Services company, is seeking an experienced Systems Analyst to support the Department of the Air Force (DAF) in advancing its enterprise Identity, Credential, and Access Management (ICAM) capabilities. This position will provide dedicated systems analysis, requirements traceability, technical documentation, and cross-study coordination support across three concurrent System Enhancement Studies under Task Order 0003, covering Contested, Degraded, and Operationally Limited (CDO-L) ICAM environments, Non-Person Entity (NPE) Governance and Management, and the DAF365 Joiner, Mover, Leaver (JML) Transformation Framework. The ideal candidate is a detail-oriented, technically grounded analyst with demonstrated experience supporting Defense IT program analysis, requirements decomposition, and technical documentation in identity management or cybersecurity environments who can bridge the gap between complex technical architectures and clear, structured, Government-ready study deliverables.
*Note – This study is 120 days. All personnel assigned to this effort must hold a final Secret security clearance.
The Systems Analyst will provide essential analytical, documentation, and coordination support across all three studies within the DAF ICAM System Enhancement Studies effort, working in close coordination with the Program Manager, Study Lead Engineers, Identity Architects, and the Pricing/Licensing Analyst to ensure that study findings are rigorously documented, fully traceable to Performance Work Statement (PWS) requirements, and delivered as decision-ready Government products within each study's deliverable schedule. The Systems Analyst will serve as the team's primary resource for requirements traceability, technical documentation quality, data source analysis, and cross-study consistency management.
Principal responsibilities will include but are not limited to:
- Maintain and manage the PWS Traceability Matrix across all three studies, ensuring every Government requirement stated in PWS Sections 4.1, 4.2, and 4.3 is mapped to a corresponding Contractor Statement of Work section, CDRL deliverable, and documented technical approach, and that the matrix is updated continuously as study findings evolve.
- Review and analyze Government-Furnished Information (GFI) and reference documents applicable to each study, including the DAF ICAM Integrated NPE and API Management Plan, DAF ICAM NPE Strategy Overview, DAF ICAM NPE Solution Roadmap, DoD/DoW X.509 Certificate Policy, NIST SP 800-63, DoDI 8520.04, DoDI 8510.01, CJCSI 6510.01, DAFMAN 17-1304, DAFGM2025-01, and DoD Enterprise ICAM IL5/IL6 DDIL requirements, extracting and organizing relevant requirements and constraints for use by Study Lead Engineers and Identity Architects.
- Support the CDO-L Study Lead Engineer in cataloging CDO-L requirements by operational condition—denied, degraded, intermittent, and limited bandwidth—and mapping each requirement to existing DAF ICAM solution components to populate the gap analysis framework.
- Analyze and document existing DAF ICAM solution components, including Okta Universal Directory, Okta Identity Provider, Okta Access Gateway, and SailPoint IdentityIQ, identifying where current capabilities satisfy CDO-L operational demands and where architectural gaps require remediation.
- Support the NPE Governance Study Lead Engineer in analyzing automated discovery data sources and enterprise tool inventories, documenting data flows, system connections, and synchronization requirements between NPE discovery tools and the proposed Enterprise Identity Catalog.
- Research and document the functional characteristics, deployment constraints, and integration requirements of specific technology components evaluated across all three studies, including Okta Access Gateway, Tactical Identity Bridge Appliance, SailPoint connectors, Microsoft Entra ID, SCIM provisioning, Microsoft Graph API, AppGate, Xage, MuleSoft, UiPath, and AI Agent toolsets.
- Support the JML Transformation Framework Study Lead Engineer in mapping authoritative HR data sources—including MILPDS and DCPDS—to Okta Universal Directory attribute schemas, documenting attribute quality deficiencies, naming convention inconsistencies, and data gaps that affect downstream provisioning accuracy.
- Document current-state and future-state identity provisioning process flows, data flows, and integration architectures in support of all three studies, producing clear process diagrams, data flow diagrams, and architecture descriptions suitable for inclusion in Government study reports.
- Maintain a consolidated inventory of all software components, data sources, integration touchpoints, and system dependencies identified across all three studies to support the Pricing/Licensing Analyst in developing licensing assessments and ROM cost estimates.
- Perform quality review of study report sections produced by Study Lead Engineers and Identity Architects, verifying technical accuracy, internal consistency, and alignment with PWS requirements prior to submission to the Program Manager for final review.
- Ensure cross-study consistency in terminology, definitions, acronym usage, and technical descriptions across all three Technical Study Reports to produce a coherent, professional Government deliverable package.
- Develop and maintain a master glossary and acronym list applicable across all three studies for inclusion in study report appendices.
- Support the Program Manager in tracking study progress against deliverable schedules, identifying emerging documentation gaps or requirements traceability deficiencies, and flagging risks to on-time delivery of the CDO-L Technical Study Report (45 calendar days), NPE Governance Technical Study Report (60 calendar days), and JML Transformation Framework Technical Study Report (90 calendar days).
- Assist in preparing draft sections of Performance Work Statements for subsequent implementation Task Orders, as required by PWS Section 5, incorporating technical findings from each study into structured, acquisition-ready language.
- Support Government-facing briefings and review sessions by preparing presentation materials, talking points, and supporting documentation that accurately represent study findings and team analytical conclusions.
- Coordinate directly with Study Lead Engineers to capture action items, decisions, and follow-on analysis requirements arising from Government review sessions and incorporate them into study documentation in a timely manner.
Education and Experience:
Required:
- Bachelor's degree in Computer Science, Information Systems, Systems Engineering, Business Administration, or a related field from an accredited college or university.
- 4+ years of experience in systems analysis, business analysis, or technical documentation support for Defense or Federal government IT programs.
- Demonstrated experience analyzing and decomposing technical requirements for complex Defense or Federal IT programs.
- Experience producing technical documentation, process flow diagrams, architecture descriptions, or requirements traceability matrices in support of Government IT deliverables.
- Active Secret security clearance (final adjudication required prior to assignment).
Preferred:
- Master's degree in a related field.
- 6+ years of experience supporting Defense IT systems analysis, requirements management, or technical documentation programs.
- Experience supporting identity and access management, cybersecurity, or enterprise IT modernization programs within the DoD or Federal government.
- Familiarity with DAF, Air Force, or Space Force IT programs, ICAM initiatives, or enterprise architecture efforts.
Required Skills and Competencies:
- Strong analytical skills with demonstrated ability to decompose complex Government requirements documents into structured, traceable analytical frameworks.
- Experience developing and maintaining requirements traceability matrices for Defense or Federal IT programs, ensuring complete and verifiable coverage of all stated Government requirements.
- Proficiency in technical documentation production, including process flow diagrams, data flow diagrams, architecture descriptions, and structured narrative analysis suitable for formal Government report deliverables.
- Ability to analyze and synthesize technical content from diverse source documents—including Government policy references, vendor technical documentation, and engineering analysis outputs—into clear, well-organized written products.
- Familiarity with enterprise ICAM, identity governance, or cybersecurity technology concepts sufficient to engage productively with Study Lead Engineers, Identity Architects, and Government technical stakeholders.
- Strong working knowledge of Microsoft Office suite, including Word, Excel, PowerPoint, and Visio, for document production, data organization, process diagramming, and briefing preparation.
- Demonstrated ability to manage concurrent documentation workstreams across multiple simultaneous program efforts with staggered delivery schedules and evolving technical inputs.
- Strong attention to detail with the ability to identify and resolve inconsistencies in terminology, technical descriptions, and requirements coverage across large, multi-section Government report deliverables.
- Ability to perform quality reviews of technical documentation produced by engineers and architects, identifying gaps, inconsistencies, and traceability deficiencies prior to Government submission.
- Strong organizational skills with the ability to maintain structured document repositories, component inventories, and action item logs across a multi-study program effort.
- Exceptional communication skills in English—both written and oral—with the ability to communicate analytical findings and documentation status clearly to both technical team members and non-technical Government stakeholders.
- Ability to work collaboratively within a cross-functional team environment under the direction of a Program Manager and in close coordination with technical lead engineers and architects.
- Ability to obtain and maintain a Secret security clearance.
Desired Skills and Competencies:
- Familiarity with DAF or DoD ICAM policy frameworks, including NIST SP 800-63, DoDI 8520.04, DAFMAN 17-1304, and related mandates, sufficient to support accurate requirements extraction and documentation.
- Experience supporting technical study, feasibility analysis, or engineering analysis programs in a Defense or Federal IT context.
- Familiarity with enterprise ICAM platforms including Okta, SailPoint IdentityIQ, or Microsoft Entra ID at a conceptual or functional level sufficient to support architecture documentation and requirements traceability.
- Experience documenting identity lifecycle management processes, provisioning workflows, or access governance frameworks for enterprise IT programs.
- Familiarity with Zero Trust Architecture (ZTA) principles and their application to DoD identity and access management programs.
- Experience assisting in the preparation of draft Performance Work Statements, Statements of Work, or other acquisition documentation for Defense IT Task Orders or contract vehicles.
- Experience supporting Government-facing program reviews, technical exchange meetings, or study out-briefings in a documentation or coordination support role.
- Familiarity with Agile development methodologies, Scrum ceremonies, and their application within hybrid Agile/Waterfall Government program environments.
- International Association of Business Analysis (IABA) Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or equivalent certification.
- CompTIA Security+, Systems Security Certified Practitioner (SSCP), or equivalent baseline cybersecurity certification.
- Experience supporting DAF, Air Force, or Space Force IT modernization, ICAM, or enterprise architecture programs.
- Familiarity with structured writing standards and Government technical report formatting conventions applicable to Defense contract deliverables.
