As a Technical Assistance and Evaluation Specialist, you'll work directly with community-based organizations (CBOs) to strengthen their capacity — while also helping ensure that the support we provide is grounded in real evidence of what works. Your work will help translate front-line experience into stronger tools, and stronger data into better technical assistance. About The Role This is a hybrid role that combines two closely connected responsibilities: delivering hands-on technical assistance to a caseload of CBOs, and supporting the data collection, evaluation, and continuous quality improvement work of the TTA Center. You'll provide 1:1 technical assistance and Learning Collaborative coaching to your CBO caseload, while also helping design, collect, and analyze performance and outcome data across the Center's technical assistance modalities — including the TA Hub, webinars, and Learning Collaboratives. You're well-positioned to bring both relational, community-facing skills and methodological rigor to this work. This role is based primarily at the San Diego TTA Center, and the CBO caseload and evaluation responsibilities described below reflect that primary assignment. Like most staff on this team, you'll also carry other projects within Altarum's broader behavioral health portfolio as an ongoing part of your regular workload, so comfort moving fluidly across a mixed portfolio of assignments is important. What You'll Do Technical Assistance Delivery Provide technical assistance to CBOs on a scheduled and ad hoc basis — for example, supporting PAVE enrollment, DHCS certification readiness, referral workflows, and quality assurance Co-facilitate Learning Collaborative sessions and webinars, and provide between-session coaching and milestone tracking for your assigned CBOs Conduct outreach to small, minority-led, and historically underserved CBOs, drawing on existing relationships with local coalitions and community networks Research & Evaluation Support implementation of the TTA Center's evaluation framework across TA Hub, webinar, and Learning Collaborative activities Design, administer, and collect pre/post assessments, satisfaction surveys, and other data collection instruments; help ensure consistent, accurate intake of TA tracking data Clean, organize, and analyze TA participation, satisfaction, knowledge-gain, and equity/demographic data, using both quantitative and qualitative methods Contribute to monthly status reports, quarterly progress summaries, cohort summary reports, and the Annual Summary Report, working closely with the Evaluation & Quality Improvement Lead Help identify recurring themes and readiness barriers from TA and evaluation data to inform webinar topics, TA product development, and Learning Collaborative refinement Apply a culturally responsive lens to data collection and evaluation design, including attention to language access and voluntary demographic data collection What You'll Bring Minimum Qualifications Bachelor's degree in public health, social work, health/public administration, evaluation, or a related field — or equivalent professional experience At least 3 years of experience providing technical assistance or capacity-building support to community-based organizations or safety-net providers Demonstrated experience with data collection, monitoring, or evaluation activities — for example, developing or administering surveys, tracking program metrics, or supporting evaluation reporting Experience with statistical or analysis tools (e.g., R, Python, Stata, SAS) beyond Excel Working knowledge of California's Medi-Cal behavioral health system and CalAIM, including Enhanced Care Management (ECM), Community Supports (CS), and the Community Health Worker (CHW) benefit Comfort working with data: basic proficiency in Excel and/or survey platforms (e.g., REDCap, SurveyMonkey, Qualtrics, Alchemer), with the ability to summarize data clearly for non-technical audiences Demonstrated cultural humility and a track record of effective, trust-based engagement with historically underserved and marginalized communities Strong written and verbal communication skills, including the ability to translate complex regulatory requirements and data findings into clear, plain-language guidance Comfort managing a mixed portfolio of assignments Preferred Qualifications Experience contributing to dashboards or data visualizations for funder or government reporting Lived experience related to behavioral health, substance use recovery, or systems navigated by the populations served Based in or with deep working familiarity with San Diego County, and well connected within the local behavioral health CBO community Bilingual/multilingual fluency (verbal and written) in English and at least one San Diego County threshold language (e.g., Spanish, Vietnamese, Arabic, Tagalog, Somali, Farsi, or another language reflecting the County's diverse communities) Why Join Our Team At Altarum, you'll be part of a team where front-line relationships and rigorous evaluation inform each other — your work with CBOs will directly shape the data we collect, and the insights from that data will directly shape how we support CBOs going forward. You'll help strengthen historically underserved communities' access to behavioral health resources while contributing to a broader portfolio of work across Altarum's behavioral health projects. Where You'll Work This role will be primarily remote, but requires occasional/as-needed travel to community-based organizations in San Diego Remote with occasional in-person collaboration days If you’re near one of our offices (Silver Spring, MD; or Novi, MI), you’ll be Hybrid and will join us in person one day every other month (6 times per year) for a fun, purpose-driven Collaboration Day. These days are filled with creative energy, meaningful connection, and team brainstorming. Non-local employees will join these days virtually and may be asked to join us occasionally in-person. Work Eligibility & Requirements Candidates must be currently eligible to work in the United States; sponsorship is not available. All work must be performed within the continental U.S. for the duration of employment, unless required by contract. Ability to work core hours aligned with Eastern Time, unless otherwise approved by your manager. Remote employees must maintain a dedicated, ergonomically appropriate workspace free from distractions, with reliable internet and a mobile device that supports efficient work.
