BROAD STATEMENT OF FUNCTION
The AADMER Work Programme 2026–2030 and the ICT Roadmap on Disaster Management for 2025 and Beyond recognise the need for stronger regional coordination, interoperability, national planning and capacity building.
Through the Disaster Emergency Logistics System for ASEAN (DELSA) Phase IV project, the AHA Centre worked with AMS and partners to develop the ASEAN ETN Master Plan, Capacity Building Plan and Work Plan 2026–2030. An ASEAN ETN Web Portal was established to support information sharing and collaboration. DELSA Phase V, supported by the Government of Japan through the Japan-ASEAN Integration Fund, will continue the workshop series and support agreed priority activities.
The AHA Centre seeks to engage an individual consultant to support the preparation and facilitation of a two-day annual ASEAN ETN Workshop in each of 2027, 2028, and 2029, corresponding to the 3rd, 4th, and 5th ASEAN ETN Workshops, respectively. In addition, the Consultant will provide a separate technical consultation session in each of 2027 and 2028. The AHA Centre will lead the overall project coordination and work closely with AMS and relevant partners to determine and oversee the implementation of the planned activities.
The objective of this consultancy is to support the AHA Centre in operationalising the ASEAN ETN Master Plan, Capacity Building Plan, and Work Plan 2026–2030 through three (3) ASEAN ETN Workshops and two (2) regional capacity-building activities during 2027–2029. The Consultant will provide technical advisory, facilitation, training, and documentation support to strengthen regional coordination, build capacity, monitor implementation progress, and support the use of the ASEAN ETN Web Portal for information sharing and collaboration.

PRIMARY RESPONSIBILITIES
The Consultant shall provide technical advisory, preparation, facilitation, training, and documentation support for each of the five planned events. The scope of work shall include, but not be limited to, the following:
a. Annual ASEAN ETN Workshops
The Consultant shall support the planning and delivery of the annual two-day ASEAN ETN Workshops during the period 2027-2029 under the DELSA phase V project through the following tasks for each workshop below:
-
Review the ASEAN ETN Master Plan, Capacity Building Plan, Work Plan, earlier workshop reports and other relevant technical material; agree the workshop objectives and priority topics with the AHA Centre.
-
Prepare the agenda, session design, facilitation plan, presentations, discussion guides and other agreed workshop materials.
-
Facilitate technical sessions and discussions, record recommendations and action points, and conduct a post-workshop feedback survey.
-
Submit a workshop report within one month after the workshop, covering outcomes, agreements, technical advice, action owners, and next steps. Update the implementation and action tracker from the workshop results
b. Technical consultation sessions
The Consultant shall conduct one-day technical consultation sessions with the AHA Centre ICT Unit in 2027 and 2028, with two sessions to be conducted in each year. The sessions shall review progress against the ASEAN ETN Work Plan, discuss implementation challenges and technical capacity-building needs, and identify practical follow-up actions and priorities for the subsequent year. Following each session, the Consultant shall submit an advisory report covering the discussions and outcomes of the two-day session, including agreed follow-up actions, an updated ETN implementation tracker, and recommendations. Where access is provided, the Consultant shall also update the corresponding implementation status in the ASEAN ETN Web Portal.
c. Roles and Limits
The Consultant provides analysis, facilitation, advice and documentation. The AHA Centre is responsible for convening stakeholders, approving outputs and taking forward agreed actions with AMS and partners. Recommendations to refine an existing plan do not include a full rewrite of the Master Plan, software development for the Web Portal, or additional workshops. Any additional assignment requires separate written agreement.
