Who Are We?
Groundswell is a premier technology integrator and solution provider, resolutely committed to solving the most complex challenges facing federal agencies today. Our name, Groundswell, represents our commitment to be an unstoppable, seismic change in government. Ours is a small company culture with big company reach and results. Are you ready to be audacious, be bold and drive change at a rapid pace? Join us, where we’ll make a greater impact together.
What You'll do:
Groundswell is seeking an experienced Technical Lead to oversee infrastructure engineering and technical delivery for our Agentic Auditor program supporting a Department of Defense customer.
This position requires a leader with a strong foundation in infrastructure engineering who has progressed into managing technical teams supporting DoD environments. The ideal candidate has experience standing up, modernizing or managing secure DoD infrastructure and understands the technical, security and operational complexities of delivering solutions within a defense environment.
This is a technical leadership and infrastructure delivery role, not a primarily hands-on engineering position or traditional program management role.
Key Responsibilities
- Lead and directly manage an infrastructure engineering team, including work assignments, resource capacity, priorities, schedules, technical risks, performance and quality of deliverables.
- Own infrastructure technical delivery, ensuring assigned work is completed on schedule, technical issues are resolved and team members are accountable for deliverables.
- Lead infrastructure implementation, deployment, modernization and integration efforts within a DoD environment.
- Provide technical direction and oversight for secure, scalable and resilient cloud and enterprise infrastructure, including AWS-based environments.
- Translate customer and business requirements into infrastructure implementation plans, technical priorities and achievable delivery milestones.
- Serve as a key technical point of contact for government customers, communicating progress, risks, dependencies and technical recommendations.
- Navigate DoD-specific infrastructure requirements, security controls, compliance processes, approval dependencies and implementation constraints.
- Coordinate with cybersecurity, application development, DevSecOps and other technical teams to ensure infrastructure readiness and successful deployment.
- Oversee infrastructure governance, configuration management, technical documentation, access controls and compliance with applicable security and audit requirements.
- Establish and enforce technical standards, engineering best practices, quality expectations and continuous improvement processes.
- Identify technical risks and implementation challenges early, develop mitigation plans and drive issues through resolution.
- Support the evolution of the Agentic Auditor platform by evaluating infrastructure capabilities and recommending improvements to reliability, scalability and operational effectiveness.
Required Qualifications
- Bachelor's degree in Computer Science, Information Technology, Engineering or a related discipline, or equivalent practical experience.
- 8+ years of experience in infrastructure engineering, platform engineering, systems engineering, cloud infrastructure, enterprise infrastructure implementation or a related technical discipline.
- 3+ years of technical leadership experience, including recent responsibility for managing infrastructure engineers or technical infrastructure teams.
- Recent experience leading infrastructure implementation, modernization or operations supporting Department of Defense customers or environments.
- Demonstrated progression from a technical infrastructure background into a leadership or management role.
- Experience directly managing technical personnel, including assigning work, establishing priorities, monitoring performance, managing schedules and holding teams accountable for delivery.
- Strong project execution skills, including technical planning, milestone tracking, risk management, issue resolution and coordination of multiple infrastructure workstreams.
- Experience leading the implementation, deployment or management of secure, scalable and resilient enterprise or cloud infrastructure.
- Experience with AWS cloud infrastructure, including familiarity with EC2, EBS, S3, EKS and RDS.
- Understanding of DevSecOps practices, CI/CD pipeline infrastructure, infrastructure automation and secure deployment processes.
- Knowledge of DoD infrastructure environments, cybersecurity requirements, security controls, configuration management and compliance processes.
- Ability to communicate effectively with government customers, technical engineers, project leadership and cross-functional stakeholders.
- Experience establishing technical standards, reviewing technical deliverables and ensuring infrastructure solutions meet customer and program requirements.
Preferred Qualifications
- Current or previously held Secret clearance or higher.
- Experience working with the DoD Risk Management Framework (RMF), ATO processes and applicable DoD security requirements.
- Experience supporting AWS GovCloud or other secure government cloud environments.
- Experience leading infrastructure teams through new platform implementations or major infrastructure modernization efforts.
- Experience operating or supporting UiPath Automation Suite.
- Familiarity with Infrastructure as Code, Terraform, Kubernetes/EKS and CI/CD solutions.
- Experience managing Non-Person Entities and service account security.
- Exposure to AI-enabled platforms, intelligent automation or audit technologies.
- Previous experience leading infrastructure teams in a federal contracting environment.
Additional Requirements
- Must be a U.S. citizen per contract requirements.
- Must be able to obtain and maintain a Secret clearance.
