Position Overview:

As the Technical Manager, you will play a crucial role in ensuring high standards of quality in the implementation of Pure Earth programs in Brazil. Your expertise will help ensure that programs are informed by high-quality data and the best technical practices. You will provide analytical support to the team to help prioritize issues, strategies, and locations for implementation, and will inform the design of state-of-the-art interventions, research, and quality assurance. The Technical Manager will also participate in the development of technical publications and resources, and may represent Pure Earth with donors, governments, and other stakeholders, as appropriate.

This is a broad, technical role spanning technical quality assurance, research leadership, and external representation.

Scope of Work:

Key responsibilities include but are not limited to:

Crosscutting / Transversal 

  • Ensure that programs and research activities are implemented based on Pure Earth's mission and strategy, with the objective of understanding and mitigating exposure to lead in affected populations, using methods that follow pertinent regulations and prevailing standards/guidelines as well as meet best practices in public health, environmental remediation, and scientific research. 

  • Provide consistent high-quality technical assistance to country office and programs, integrating quality management throughout. 

  • Lead the establishment of technical standards, technical procedures/protocols, and transversal models for programming based on the best available research. 

  • Directly participate in Pure Earth's efforts to build the evidence base for our work and to find innovative cross-sector solutions that reduce lead exposure and their consequences in human health. 

  • Ensure compliance with safety and security standards and guidelines, especially during fieldwork and travel. 

  • When needed, represent Pure Earth with international agencies and partners dealing globally with lead issues. 

  • Collaborate with Pure Earth HQ’s technical team and technical specialists in other country offices to identify potential synergies across various countries, regions, and contexts. 

Research & Knowledge Management 

  • Lead the design and implementation of Pure Earth's field-related research projects, developing research proposals, objectives, methodologies, and standards. 

  • Provide feedback and guidance on research and intervention design and implementation in consultation with the Technical Team at HQ. 

  • Analyze data collected through field programs and contribute to manuscripts and other publications. 

  • Oversee and coordinate in-country research activities to align with the organization's strategic goals and facilitate collaboration with external entities. 

  • Conduct desktop research on environmental and public health issues to inform prioritization and strategic decisions. 

  • Ensure timely delivery of research outputs, including papers, reports, and articles highlighting lessons, outcomes, and cost-effectiveness of fieldwork. 

  • Maintain and enhance relationships with research, academic, and scientific partners in-country. 

Quality Assurance 

  • Ensure application of technical standards and procedures that are grounded in the best available practices, data, and technologies. 

  • Oversee the Quality Assurance/Quality Control (QA/QC) of data collected during field implementation. 

  • Measure program quality and inform program decisions in cooperation with the Technical and MEL (Monitoring, Evaluation, and Learning) teams at Pure Earth HQ. 

  • Participate in the dissemination of project outcomes and learnings to foster a culture of curiosity and debate. 

  • Deliver technical trainings to internal and external stakeholders, including health and safety (covering both research/scientific and quality-assurance topics). 

  • Engage in Pure Earth's monitoring and evaluation practices, ensuring comprehensive integration of data collection and technical assistance. 

  • Implement accountability mechanisms for excellence in Quality Management. 

Success in the First 6 Months:

  • Provide technical guidance for Mass Balance Study, to be completed by external
    consultants.

  • Ensure adequate training of staff, consultants, and partners on the Toxic Site
    Identification Program (TSIP) and Community and Market Assessment (CMA) activities.

  • Ensure completion of the Site Selection Reports for the TSIP and CMA activities.
    Oversee the technical aspects of starting TSIP and CMA activities in 2 prioritized states
    of Brazil

Required Qualifications and Experiences:

Education

  • Master's degree in a relevant technical field (Ph.D. a plus, but not required) such as environmental health, environmental engineering, chemistry, medicine, or related disciplines. Or an equivalent combination of education and professional experience.

Experience

  • A minimum of 5 years of experience in environmental or public health interventions or research programs, preferably in low- and middle-income countries.

  • Experience working with and/or researching heavy metals, especially lead, is a plus.

  • Exceptional analytical skills and research experience, including statistics and research design.

  • A strong portfolio of technical and/or academic publications on related issues.

  • Experience engaging effectively with donors, governments, international agencies, and research institutions.

  • Collaborative and inclusive communications style that fosters strong relationships across different cultures and backgrounds.

  • Willingness to work flexible hours across time zones.

  • Ability to travel domestically and internationally.

  • Authorized to work in Brazil.

  • Experience working in an international non-profit organization in low- and middle-income countries is a plus.

  • Must be fluent in English and Portuguese, given the in-country stakeholder engagement this role requires; additional languages such as Spanish are a plus.

Work Environment:

Pure Earth Brazil works on a hybrid model. Team members are expected to be in the office twice a week with the option for remote work the other days of the week. Some weeks
and external meetings may require more in-office/in-person days. Working hours are 9 am – 5 pm, Brasília time, though there may be occasions when the Technical Manager will be expected to attend meetings outside of work hours. Internal travel within Brazil is expected for trainings and project activity implementation and technical oversight.

Salary:

This role is classified as an L4 position. The salary for this position ranges from $40,500 - $60,750.
