Technical Project & Governance Manager is a high-impact role sitting at the intersection of technical governance and efficiency-driven project delivery. The role owns and maintains our SDLC ways of working framework, ensuring our technical teams operate in a manner that is fully compliant with the regulatory requirements of our industry, while remaining as agile, fast, and independent as possible. This role is about finding and protecting that balance — robust enough to satisfy regulators and auditors, light enough to let teams move quickly and autonomously.
Beyond governance, the role also drives hands-on projects focused on efficiencies — simplifying, automating, and continuously improving the way our technical organisation works, including initiatives that integrate recognised standards such as ISO into our ways of working.
The role works closely with the Head of Tech Strategic Planning and Delivery and partners with Tech Management, including directors and senior technical leads, making this a role that demands both strong hands-on delivery capability and the credibility to influence and govern without formal authority.

Key Responsibilities

SDLC Governance & Ways of Working

  • Own and maintain the SDLC ways of working framework, ensuring it reflects a well-balanced approach between regulatory compliance and agile, efficient delivery
  • Act as the advocate of our ways of working, ensuring technical teams understand and operate in accordance with the framework
  • Continuously improve the framework in response to regulatory change, business needs, and feedback from technical teams
  • Design and deliver training programmes across the tech organisation to embed the ways of working framework and promote consistent adoption
  • Lead annual internal audits to assess adherence to the SDLC framework across tech teams, identifying gaps and driving remediation
  • Represent the ways of working framework and associated processes in external audits

Efficiencies & Continuous Improvement

  • Drive projects focused on efficiencies across the SDLC — identifying opportunities to simplify, standardise, and automate processes without compromising compliance
  • Keep the ways of working framework aligned with current regulatory and industry standards (e.g. ISO, PCI,GDPR, EU AI Act), updating it as standards evolve or new ones are introduced.
  • Drive the continuous automation of SDLC processes, partnering with technical teams to identify, scope, and implement automation initiatives, and updating the framework accordingly
  • Analyse how teams are working to surface bottlenecks, inefficiencies, and improvement opportunities, translating findings into practical changes to the framework
  • Integrate lessons learned from audits, projects, and team feedback into future iterations of the ways of working framework

Stakeholder Engagement & Influence

  • Partner with Tech Management, directors, and senior technical leads to ensure the ways of working framework is fit for purpose and genuinely adopted, not just mandated
  • Act as a key liaison between technical teams, Tech Governance and Strategy, and the wider business to maintain alignment on SDLC expectations
  • Lead without relying on formal authority — influencing teams and senior stakeholders through credibility, clear reasoning, and collaborative engagement
  • Communicate the purpose, value, and requirements of the ways of working framework clearly to both technical and non-technical audiences

Requirements

  • Agile mindset, with hands-on experience working within or supporting Agile methodologies (e.g. Scrum, Kanban)
  • Solid understanding of basic regulation applicable to a regulated software industry; experience in gambling, fin-tech, or med-tech environments is preferred
  • Strong understanding of technical project delivery, with at least 5 years of experience starting in software development, engineering, or QA roles
  • Demonstrated experience driving efficiencies across technical ways of working, ideally including exposure toISO standards, PCI, or similar compliance frameworks
  • Highly independent and self-driven, comfortable owning ambiguous problems and driving them to resolution with minimal oversight
  • Proven ability to lead and influence without formal authority, building credibility across technical and senior stakeholder groups
  • Experience designing and delivering training or enablement content for technical audiences
  • Experience conducting or supporting audits (internal or external), with the confidence to represent process and governance matters directly to auditors
  • Exceptional communication and stakeholder management skills — equally comfortable presenting to senior leadership and working alongside delivery teams
  • Organised, structured, and detail-oriented, with a proactive and hands-on approach to getting things done

Education / Qualifications / Tools & Methodologies

  • Degree education in Computer Science, Engineering, Information Technology, or related field (Master’s degree preferred)
  • Familiarity with regulatory and compliance frameworks relevant to a regulated industry
  • Familiarity with SDLC governance and ways of working frameworks

How will success be measured in this role

  • Regular performance reviews with your line manager
  • Acting in line with FDJ UNITED values
  • Compliance with all relevant trainings and other activities related to the role
