Description

Wilcore believes that the best products are built when companies understand and value the things they are working on. We value learning and growth and the ability to make a big impact at a small company. We believe that we can make big changes happen and improve the daily lives of millions of people by bringing quality software to the federal space.

We are hiring a versatile Technical Proposal Writer to work on a focused growth team, leading and shaping clear, credible, and compelling responses to federal opportunities to ultimately make a positive impact and mission-outcomes.

What you'll be doing:

This role will have a core focus on writing, leading the content planning and production of our proposals submitted to various federal agencies. This role will not only work closely with our Director of Capture across the BD and capture lifecycle, but also collaborate with our engineers, product managers, researchers, and other subject matter experts to understand what the team has accomplished or proposes to deliver. This role will be instrumental in asking questions that uncover useful detail to turn technical information into persuasive content that addresses customer needs while maintaining compliance with solicitation requirements.

At times, this role may also support or lead proposal management activities under the guidance of the Director of Capture. This is a hands-on role for someone who confidently can move between research, interviews, content planning, writing, and coordination to drive proposal deliverables across multi-phase responses.

What you’ll bring:

  • Experience content planning, writing, and leading sections/volumes (e.g., technical approach and PWS/QASP, management, corporate experience) in response to multi-phase and quick-turn government RFP/Q/Is.
  • Excellent technical and persuasive writing, with a proven ability to interview subject matter experts and synthesize technical information with the company’s value proposition to develop a compelling and compliant proposal.
  • Experience with multiple response formats, such as written proposals, case studies, oral presentations, technical challenges, design challenges, and white papers.
  • Experience working with VA, CMS, OPM, SEC, and/or DoW, with domain understanding and knowledge.
  • Experience working across multiple contract vehicle types, such as GSA MAS, ALLIANT, T4NG, OASIS/+, SPRUCE IDIQ, or other agency-specific vehicles.
  • Managing relationships and working with partners to ensure stakeholder engagement throughout the process.
  • Experience communicating, writing, and presenting technical information to all levels and types of stakeholders (both technical and non-technical), including the ability to work directly with technical and operational subject matter experts to ask thoughtful questions and draw out relevant details
  • Understanding of key IT initiatives and concepts, including: Agile, cloud, DevSecOps, HCD, IT modernization, cybersecurity, data analytics, etc.
  • Familiarity with federal government contracting, including regulations (e.g., FAR) and compliance, contract vehicles, and overall opportunity lifecycle.
  • Experience leveraging AI tools in a controlled, deliberate way to support proposal work and responses, avoiding over-reliance on AI-generated content as a general basis for writing.
  • Experience maintaining or building a proposal content library or past performance database.
  • Strong organization and follow-through, with the ability to manage multiple assignments and incorporate feedback.
  • Performs other related duties as assigned.

Requirements:

  • Must be a US Citizen and able to work domestically
  • Must be able to attain low-level security clearance

Education:

  • Bachelor’s degree

Benefits:

  • Comprehensive Benefits Package
