What you can expect as the Technical Recruiter, Federal Programs at Fortress...
The Technical Recruiter, Federal Programs owns full-lifecycle recruiting for Fortress Government Solutions (FGS), delivering cleared and clearable technical talent for Department of Defense (DoD) and federal civilian programs. Reporting to the VP, Human and AI Optimization, the Recruiter partners with delivery executives, Program Managers, and hiring managers to forecast demand, build proactive pipelines ahead of contract awards, and fill human capital positions on time and within requirements.

The role runs a structured, competency-based hiring process that is compliant with federal contractor obligations, and uses AI-enabled sourcing and workflow tools to increase the speed and quality of every hire. The Recruiter is a direct contributor to FGS delivery capacity and mission readiness.

Responsibilities Include:
  • Own full-cycle recruiting for FGS hiring needs, from sourcing and screening through talent assessment, interviews, offer, and start date, for roles including Technical Account Managers, cybersecurity analysts, and engineers supporting DoD and other federal programs.
  • Lead intake meetings with hiring managers to define requirements, success criteria, clearance needs, labor category alignment, and timelines before requisitions open.
  • Develop and execute sourcing strategies across ClearanceJobs, LinkedIn Recruiter, employee referrals, veteran and military transition networks, and high-volume direct outreach to build pipelines of active and passive cleared candidates for recurring roles and anticipated talent needs.
  • Partner with Program Managers and delivery executives on staffing plans, key personnel, contingent hires, and proposal resumes, and share referral leads and contract-market insights with Leadership within Fortress ethics and procurement integrity standards.

  • Partner with the Facility Security Officer (FSO) to verify clearance eligibility, status, and reciprocity, and complete reference checks and pre-employment verification in line with onboarding timelines.
  • Manage offers and negotiations, deliver a positive candidate experience through proactive communication and timely feedback, and maintain audit-ready applicant tracking system records, including OFCCP, VEVRAA, and Section 503 applicant flow and outreach documentation.
  • Track and report pipeline coverage, source effectiveness, and offer acceptance, and use data, market intelligence, and AI-enabled automation within Fortress AI governance standards to advise hiring managers, surface risks early, and scale recruiting operations.
  • Other duties as assigned.
Minimum Qualifications:
  • At least 3 years of recruiting experience, including at least 1 year recruiting cleared talent for federal or DoD contractors.
