Temporary Staffing Operations Lead (m/f/d)
Focus: Establishing and developing operational processes and managing temporary staffing operations in Germany
Location: Frankfurt am Main preferred | Remote/Hybrid possible
Working hours: Full-time or part-time
Please note, that due to our legal structure in Germany, the employment formalisation will be with our subsidiary company, Astor Technik GmbH.
About the Role
To establish and manage the day-to-day operations of our German employee leasing business (Arbeitnehmerüberlassung), primarily focusing on IT & Engineering professionals, we are looking for an experienced professional from the staffing industry with strong hands-on knowledge of temporary staffing operations and administration.
We are looking for someone who has previously worked for a staffing or temporary employment company and understands the operational requirements of running an employee leasing business in Germany. Ideally, you have already held responsibility for operations, including processes, compliance, regulatory authorities, GVP collective bargaining agreements, time tracking, Equal Pay, pricing calculations and related activities.
You know which documents must be in place before an assignment starts, what a complete employee and assignment file should contain, which deadlines need to be monitored, how working hours are processed and which collective bargaining agreements and legal requirements apply to temporary employees.
In short: We are looking for someone who not only understands German employee leasing regulations in theory but has managed these processes in practice and can help us establish and develop our operations.
Your Responsibilities
You will be responsible for establishing and managing the operational administration of our employee leasing business, ensuring that all necessary processes, structures and documentation are implemented and subsequently maintained by a dedicated team following an initial transition period.
Your responsibilities will include:
• Establishing templates, structures and processes for creating and maintaining employee and assignment files
• Preparing and administering employment contracts and assignment documentation in cooperation with HR and Legal
• Ensuring that all documentation required for AÜG assignments is complete and compliant
• Monitoring relevant deadlines and assignment periods
• Establishing processes for administering employee leasing agreements (Arbeitnehmerüberlassungsverträge) and related assignment information
• Implementing applicable collective bargaining agreements and requirements
• Structuring processes to ensure compliance with Equal Pay, Equal Treatment, sector-specific surcharges (Branchenzuschläge) and applicable minimum wages, while supporting the team in their implementation
• Supporting and reviewing employee classifications, pay grades and remuneration components
• Establishing time tracking processes and working time accounts in cooperation with our external payroll partner
• Developing processes for reviewing timesheets, vacation, sick leave and other absences
• Implementing the monthly payroll preparation process in cooperation with our payroll provider and/or tax advisors
• Preparing customer invoicing based on approved working hours for processing by external accounting partners
• Maintaining checklists, templates and standard documentation
• Preparing documentation for audits and inspections by the German Federal Employment Agency (Bundesagentur für Arbeit) and social security authorities
• Supporting administrative matters relating to our employee leasing licence (Arbeitnehmerüberlassungserlaubnis) in cooperation with our external law firm
• Owning the operational employment lifecycle of temporary workers from onboarding and assignment start through changes, assignment end and offboarding.
• Ensuring that temporary workers receive all legally required information and documentation, including required AÜG information, assignment notifications and client information.
• Managing and handling employment-related issues concerning temporary workers, including client escalations, performance or conduct concerns, grievances and assignment terminations.
You are not expected to independently resolve every complex legal question. What matters is your ability to understand the requirements of day-to-day AÜG operations, implement them effectively and recognise when external legal or specialist support is required.
Your Profile
Ideally, you have completed vocational training as a:
• Personaldienstleistungskaufmann/-frau (IHK) – Personnel Services Professional
or hold a comparable commercial or HR-related qualification.
However, more important than your formal qualifications is your practical experience in a managerial or operational leadership role within a temporary staffing company.
• You should have several years of hands-on experience in German employee leasing and have personally managed or been responsible for a significant proportion of the activities described above.
• You should also be confident in handling deadlines, documentation and confidential employee information, with a structured, process-oriented and independent working style.
• Good English communication skills are required.
What Matters Most to Us
We are not looking for a particular job title on your CV.
What matters is whether you truly understand the operational side of the business.
If you immediately know how to answer questions such as the following, we should talk:
• What documents must be included in a compliant employee file?
• Which documents need to be available before an assignment starts?
• Which deadlines and assignment periods must be monitored?
• How do working time accounts operate?
• What needs to be considered regarding Equal Pay?
• How are employees correctly classified and paid?
• Which documents may the Federal Employment Agency request during an audit?
• How is payroll information prepared?
If these are familiar topics from your previous day-to-day responsibilities, you may have exactly the experience we are looking for.

A hybrid working arrangement or, depending on your experience, a fully remote position is possible.
We offer a role with a high degree of independence, short decision-making processes and the opportunity to take ownership of an operational business unit within an international company with more than 10,000 active freelancers on assignment across Europe.
You will be responsible for establishing and developing a clearly defined operational area, with the opportunity to shape processes and structures from the ground up.
At the same time, you will have access to external specialists whenever additional employment law, tax or other professional expertise is required.
Our company provides equal employment opportunities (EEO) to all employees and applicants for employment without regard to race, color, religion, sex, national origin, age, disability or genetics.
