Terraform Developer – Okta Identity & Access Management (IAM)

We are currently looking for an experienced Terraform Developer – Okta Identity & Access Management (IAM) to join our Delivery team on a part-time contract basis. In this role, you will develop and maintain Infrastructure-as-Code (IaC) solutions to automate Okta configurations and deployments across enterprise environments. You will work closely with IAM Architects, Engineers, and Security teams to build reusable Terraform modules, streamline CI/CD pipelines, and ensure secure, consistent, and auditable configuration deployments across Preview and Production environments.

What You'll Do

• Develop and maintain reusable Terraform modules to automate Okta platform configurations.
• Automate the deployment and management of Okta resources, including groups, applications, authentication policies, enrollment policies, lifecycle management configurations, federation settings, and administrative roles.
• Support the promotion of Terraform-managed configurations from Okta Preview to Production environments.
• Manage Terraform state files, remote backends, and configuration consistency across environments.
• Build and maintain CI/CD pipelines to automate Terraform validation, planning, and deployment processes.
• Integrate Terraform workflows with Git repositories, branching strategies, and pull request processes.
• Support release management, production deployment approvals, and rollback and recovery procedures.
• Collaborate with IAM Architects and Engineers to automate Okta Workforce Identity configurations and integrations with Active Directory, Microsoft Entra ID, Workday, and enterprise applications.
• Support application provisioning, identity lifecycle management, and identity governance initiatives.
• Integrate identity platforms and applications using REST APIs and protocols such as SAML, OIDC, and SCIM.
• Ensure Terraform configurations and deployment processes adhere to security, audit, and compliance requirements.
• Develop technical documentation, deployment standards, operational runbooks, and configuration audit reports.
• Support knowledge transfer, operational readiness, and handover activities.

Who We're Looking For

• 3+ years of hands-on experience in Terraform development.
• 2+ years of experience implementing Infrastructure-as-Code (IaC) solutions.
• Experience developing and maintaining reusable Terraform modules and automating infrastructure configurations.
• Hands-on experience with Terraform Cloud or Terraform Enterprise.
• Experience building and maintaining CI/CD pipelines using GitHub, GitLab, Azure DevOps, or similar tools.
• Strong understanding of version control, branching strategies, pull requests, and infrastructure change management.
• Experience managing Terraform state files, remote backends, and secrets management solutions.
• Working knowledge of REST APIs, JSON, and YAML.
• Familiarity with cloud platforms such as AWS, Microsoft Azure, or GCP.
• Experience with Okta administration, configuration management, and automation.
• Understanding of Okta Workforce Identity, application integrations, and identity lifecycle management.
• Experience or familiarity with Active Directory, Microsoft Entra ID, SAML, OIDC, and SCIM.
• Understanding of MFA, passwordless authentication, Conditional Access, IAM governance, and security best practices.
• Knowledge of least privilege, Role-Based Access Control (RBAC), and privileged access management.
• Strong troubleshooting, problem-solving, and technical documentation skills.
• Ability to work independently and collaborate effectively with architects, engineers, security teams, and stakeholders.
• Ability to manage deliverables and priorities within a part-time contract engagement.

Nice-to-Have Skills

• Okta Certified Professional, Administrator, or Consultant certification.
• HashiCorp Terraform Associate certification.
• Hands-on experience with the Okta Terraform Provider.
• Experience automating Okta configuration deployments across Preview and Production environments.
• Experience supporting enterprise IAM deployments involving 10,000+ users.
• Exposure to identity governance, provisioning integrations, and lifecycle automation.
• Familiarity with Agile project delivery methodologies.
• Experience developing deployment standards, reusable automation frameworks, and operational runbooks.
