Description
We are seeking an experienced Top-Level Engine Mariner Subject Matter Expert (SME) to support U.S. Coast Guard (USCG) National Maritime Center (NMC) in Martinsburg, WV. The NMC is the implementation body of the Mariner Credentialing Program (MCP) and receives and processes all applications for U.S. Merchant Mariner Credentials (MMC’s). The Mariner Training & Assessment Branch NMC-2 evaluates Courses/Programs and their associated Sites, Instructors, Assessors and Proctors for approval.
The Top-Level Engine SME will leverage extensive experience as a senior merchant mariner to make recommendations to the USCG and draft appropriate responses regarding the conformance of maritime training programs requiring advanced knowledge of marine engineering, vessel propulsion systems, engineering operations, maintenance, casualty response, and shipboard safety.
The ideal candidate will bring substantial ocean-going maritime engineering experience and the ability to translate practical shipboard experience into clear technical guidance, procedures, training materials, and recommendations for government stakeholders. Experience with multiple propulsion technologies—including diesel, steam, and gas turbine systems—is highly valued.
Responsibilities
- Provide senior-level maritime subject matter expertise as a Chief Engineer of vessels of any horsepower (Unlimited Horsepower) for motor (Diesel), Steam, or Gas Turbine propulsion or as a First Assistant Engineer of vessels of any horsepower for motor (Diesel), Steam, or Gas Turbine propulsion to evaluate Course/Program applications and make recommendations for approval, denial, or to request additional information to support the evaluation.
- Review and provide technical input on engineering policies, procedures, manuals, standard operating procedures, job aids, and other maritime documentation.
- Participate in technical meetings, working groups, design reviews, and program discussions as the senior engineering subject matter expert.
- Support the development, review, and validation of maritime engineering training materials, lesson plans, exercises, scenarios, assessments, and other instructional products.
- Provide technical recommendations regarding engineering personnel qualifications, competencies, watch standing responsibilities, engineering plant operations, and maintenance practices.
- Research and interpret applicable maritime regulations, Coast Guard policies, engineering standards, technical references, and industry practices as needed to support program activities.
- Perform all duties in accordance with applicable U.S. Coast Guard policies, program requirements, security requirements, and organizational procedures.
Qualifications
- Ability to obtain and maintain a U.S. Government Public Trust suitability determination.
- Must hold or have previously held a U.S. Coast Guard-issued Merchant Mariner Credential (MMC) endorsed as one of the following:
- Chief Engineer of vessels of any horsepower (Unlimited Horsepower) for Motor (Diesel), Steam, or Gas Turbine propulsion; OR
- First Assistant Engineer of vessels of any horsepower (Unlimited Horsepower) for Motor (Diesel), Steam, or Gas Turbine propulsion.
- Minimum of five (5) years of sailing experience while serving under the qualifying credential.
- Ability to apply real-world maritime engineering experience to technical analysis, program requirements, procedures, and operational recommendations.
- Strong written and verbal communication skills, with the ability to communicate complex engineering concepts to both technical and non-technical audiences.
- Ability to collaborate effectively with U.S. Coast Guard personnel, government stakeholders, contractors, engineers, instructional designers, technical writers, and other SMEs.
Preferred Qualifications:
- Experience developing, writing, reviewing, or updating maritime or engineering training courses.
