What is the role about?
North Sea Jobs Service (NSJS) is a voluntary transition service for current and former UK-resident oil gas workers who have worked in the industry within the last 2 years. It is commissioned by the UK Government, specifically the Department for Energy Security and Net Zero (DESNZ). Workers can access up to 12 months of tailored support, with the primary aim to create employment opportunities through employer and trade union engagement and provide Workers with tailored employment support and training.
The Training Network Manager will establish and manage a network of approved training providers, ensuring provision is aligned to identified skills gaps and employer demand. They will lead on the design and implementation of quality assurance frameworks, including audits, performance monitoring, and compliance checks. The role will oversee the development of SLAs and performance expectations with a network of training providers, ensuring consistency of delivery standards. They will analyse Worker feedback and outcome data to drive continuous improvement and work closely with employer engagement and delivery teams to ensure training provision is responsive, relevant, and outcome focused.
They will lead and manage a small team of Training Network Executives.
Please note, the Training Network Manager may be required to travel around the UK when needed, including to Aberdeen where we will have an NSJS office.
Just some of your day-to-day responsibilities will include:
- Establishes, develops and manages a network of training providers.
- Liaise with Team Leaders and local operational teams to assess needs of our Worker caseload, identifying any gaps in existing provision.
- Continually map provision and service gaps, quickly implementing additional or alternative provision in response to any changes in services e.g. removal or changes to local services.
- Represents Reed in Partnership at external meetings, identifying opportunities to influence the design and approach of such initiatives / new opportunities.
- Work with training provisions to identify ways in which they might structure training to provide greater accessibility to NSJS workers and meet employer needs.
- Design, implement and maintain quality assurance frameworks across all training providers.
- Complete regular audits, compliance reviews and performance assessments to ensure providers meet agreed standards.
- Monitor training performance against contractual KPIs and quality standards.
- Analyse management information and performance data to identify trends, risks and opportunities for improvement.
- Mentoring new and experienced staff, coaching for performance and instruction as required.

To be successful in this role, we are looking for someone with:
- BPSS (Baseline Personnel Security Standard)
- Experience of sales management including the supervision of an individuals'/teams’ delivery and/or output.
- A personal track record of working towards and achieving targets.
- Experience of people management including supporting, mentoring and coaching and developing an individual.
- A minimum of 2 A-Levels or an equivalent Level 3 Diploma.
- GCSE English Language at a minimum of a Grade B (or equivalent Level 2 qualification). OR achievement of a Level 2 in Literacy Assessment at interview stage.

- Technical skills including; strong administration skills, good computer/technology skills, basic numeracy/spreadsheet skills, quality assurance/audits, and good written communication/record keeping skills.
- Personal interests including interest in people and willingness to learn.
Desirable Criteria
- Experience of working in the employment support, skills or employability sectors
- Experience of working in a fast-paced performance target driven environment, such experience may include working within relevant sectors/fields.
- Experience of managing a business-to-business sales process.
- Knowledge of the Clean Energy, Oil and Gas and Industry Priority Sectors (e.g. Advanced Manufacturing, Construction, Life Sciences etc).
