At Toole Design, our multidisciplinary teams are creating safer and more accessible streets, trails, parks, civic spaces, and mobility options, as well as programs that help people access these networks. We are looking for a TDM Program Planner to join our team in Silver Spring, MD, someone who's excited to deliver impactful mobility programs that reflect our mission and values.

Why You'll Love Working Here

We are an employee-owned, purpose-driven team of engineers, planners, landscape architects, and urban designers who believe streets and public spaces should work for everyone. At Toole Design, you'll work alongside thought leaders and industry experts who are committed to mentoring and helping you grow your expertise. We offer:

  • A collaborative, inclusive culture that supports your growth and advancement
  • A hybrid work schedule
  • 8 paid holidays; and 16 days of PTO accrued annually
  • Competitive salary, excellent benefits, and transportation perks: Benefits and Support
  • Projects and programs that truly improve lives through safe, inclusive design and implementation, rooted in ethics, empathy, and equity
  • Employee-ownership, so we all share in the success we build together-and the financial security that comes with it

What You'll Do

The TDM Program Planner will be part of a Site Plans team that coordinates the design and implementation of the transportation elements of large building projects to ensure that fulfillment of development code requirements enhances the mobility of residents, employees, and visitors. Staff will support developers and property managers in implementing TDM site plan conditions that improve mobility options for residents, employees, and visitors. The staff will coordinate, fulfill, and monitor compliance with County site plans and permits. The Program Planner will work directly with developers and property managers to mitigate the transportation impacts of residential, commercial, and institutional development by increasing the availability, awareness, and use of sustainable travel options, with a goal of reducing single-occupant vehicle (SOV) trips.

What You Bring:

  • Bachelor's degree in urban planning, urban design, architecture, civil or transportation engineering, geography, public policy, public administration, or related field
  • At least two years of experience in one of these fields in a public, private, or nonprofit setting, ideally with a focus on zoning administration, TDM, urban and transportation planning, or land and real estate development
  • Knowledge of TDM principles, transit-oriented development, and multimodal travel options
  • Experience with performance monitoring and compliance processes
  • Experience working across the public and private sectors and coordination with multiple contractors, departments, or disciplines
  • Experience managing and maintaining databases, including data entry, format updates and report generation
  • Proficiency in Microsoft Office, Teams and SharePoint
  • Bonus: Additional planning, zoning, transportation, or development experience
  • Bonus: Fluency in Spanish, Mandarin, or another non-English language
  • Bonus: TDM program delivery experience
  • Bonus: CRM, GIS, SQL/Python, or Power BI/Tableau skills
  • Bonus: AICP, LEED AP, PE/EIT/PTOE, or TDM-CP credential

Location: This is a hybrid in-office/work-from-home position, based out of our Silver Spring, Maryland Headquarters Office. Program work will likely require being on-site in Arlington, VA with additional local travel to partner sites and availability for occasional evening and weekend meetings in the Washington DC, Maryland, and Virginia (DMV) region.
