URC is exploring opportunities to expand its work in the U.S. domestic health market, building on its global experience in large-scale health program implementation. URC seeks a consultant with strong knowledge of the U.S. federal health funding landscape, domestic health systems, and relevant organizations and networks, to support market research, opportunity analysis, and strategic positioning.
Purpose
The purpose of the consultancy is to provide URC with actionable intelligence to inform:
- Identification and assessment of priority U.S. domestic health opportunities; and
- Positioning for selected near- and medium-term opportunities.
Scope of Work
1. Deep-dive analysis of priority opportunities
Conduct detailed research into selected opportunities identified in consultation with URC. For each opportunity, the consultant should analyze the anticipated scope, funding, eligibility, award structure, and timing; the competitive and partner landscape; potential barriers to entry; and considerations relevant to URC's competitiveness and positioning.
2. Broader U.S. domestic health market monitoring
Conduct periodic monitoring and targeted research on U.S. domestic health opportunities aligned with URC’s capabilities. The consultant should assess relevant opportunities and funding mechanisms across federal funding streams and identify opportunities aligned with URC's capabilities, experience, and market segments that may merit further exploration.
3. Market engagement and networking
Identify and—as agreed with URC—attend relevant U.S. domestic health conferences, industry events, networking forums, webinars, and other market engagement opportunities. Use these forums to deepen understanding of market trends and emerging priorities, identify potential partners and relevant contacts, and support appropriate relationship building. Provide feedback to URC on relevant intelligence, contacts, and follow-up actions arising from these engagements.
The consultant will provide concise opportunity analyses, periodic pipeline updates, and strategic recommendations to support URC’s business development decisions.
Consultant Qualifications
The consultant should have:
- Strong knowledge of the U.S. domestic health funding environment;
- Demonstrated familiarity with federal health agencies;
- Experience with federal grants, cooperative agreements, or contracts;
- Knowledge of quality improvement, maternal and infant health, public health systems, implementation science, or related fields;
- Familiarity with organizations operating in the U.S. health technical assistance market;
- Ability to identify and assess potential partners and competitors; and
- Strong analytical writing and presentation skills.
Existing professional networks across the domestic health sector, implementing organizations, technical assistance providers, or relevant professional associations is essential.
Level of Effort and Timing
URC anticipates an initial consultancy of approximately 20 working days over a 6-month period. The assignment will begin with an inception discussion with URC to confirm priority technical areas, agencies, and opportunities, followed by regular progress reviews.
Management and Coordination
The consultant will work primarily with URC’s Business Development team and will coordinate with relevant technical staff as needed. URC will provide relevant background materials on its capabilities, experience, and initial market research.
