Since 1993, Virginia Health Information (VHI) has been the Commonwealth's trusted health data organization. As a Richmond-based 501(c)(3) nonprofit under contract with the Virginia Department of Health, we collect statewide datasets, connect thousands of healthcare organizations as Virginia's designated Health Information Exchange, and turn complicated data into public reports and dashboards that make care more transparent. Our mission is simple: improve Virginia's healthcare by collecting, connecting, and reporting meaningful data.
That work runs on trust. Hospitals, insurers, and state partners share sensitive data with us, and the agreements, registrations, and compliance obligations behind that trust have to be right, current, and well documented.
We are a team of about 20 people, and growing. Programs that once operated on their own are now overlapping, and we are building the shared structure to match.
A little bit about the role…
We are hiring a Business & Compliance Manager, a brand-new role that brings contracts, compliance, and organizational administration together under one owner. Reporting directly to VHI's COO, you will work closely with our executive leadership, program teams, and outside legal counsel, and you will be the main point of contact for external partners on their agreements.
This is a builder role. There is no packet of SOPs waiting for you, and some responsibilities are still taking shape. Success looks like agreements that are current and easy to find, filings and renewals that never get missed, and leaders who always know what VHI has committed to and what is coming due. You will learn VHI's way first, earn trust, and grow your ownership over time. The Business & Compliance Manager will be responsible for:
Contract & Agreement Management
- Overseeing the administration of VHI's agreements, including business associate agreements, data use agreements, and vendor agreements
- Managing each agreement from preparation through review coordination, routing, execution, renewal, and ongoing maintenance, in partnership with leadership, outside counsel, and program teams
- Sending agreements to counterparties, tracking redlines, and bringing the right decision-makers in to approve changes
- Keeping executed agreements stored, named, and organized to VHI standards, and starting renewals early enough that nothing lapses
- Maintaining and improving contract tracking processes so information stays accurate, consistent, and current
Regulatory Compliance & Risk Management
- Coordinating compliance activities tied to applicable federal and state laws, regulations, and contractual requirements
- Supporting operational changes in response to new or updated regulations.
Organizational Reporting, Registrations & Policy
- Overseeing the preparation and submission of required reports, registrations, renewals, and applications, including SAM and U.S. Census Bureau registrations and insurance applications
- Maintaining organizational records and a reporting calendar so recurring requirements are completed on time
- Gathering information from internal and external stakeholders to keep records accurate
- Supporting internal policy development, revision, and implementation, flexing between leading the work and supporting others as needs change
Government Relations & Legislative Support
- Coordinating lobbyist registrations and disclosure reporting in support of the CEO
- Supporting the CEO and external legal counsel, as needed, with research on legislative and regulatory topics
IT & Information Security Compliance
- Supporting the development, implementation, and upkeep of IT and information security policies, procedures, and processes
- Coordinating IT and security compliance activities, including applicable certifications, assessments, documentation, and required reporting
We are excited about you because you…
Bring relevant, real-world experience
- Have five or more years of progressively responsible experience in business operations, contract administration, regulatory compliance, policy management, or a related field
- Hold a bachelor's degree in Business Administration, Healthcare Administration, Public Administration, Legal Studies or a related field, or bring an equivalent combination of education and experience
- Have worked with agreements like BAAs, DUAs, and vendor contracts and know how to carry one from draft to signature to renewal
- Can read regulations, contract terms, and policies and turn them into practical business processes
Know how to operate and get things done
- Manage multiple priorities and deadlines and coordinate projects independently
- Bring strong research and analytical skills and exceptional attention to detail
- Use sound judgment with confidential and sensitive information, and know when to solve a problem yourself and when to escalate it
- Are proficient with Microsoft Office, Google Workspace, Adobe Acrobat, DocuSign, and document tracking and reporting tools
Navigate people and partnerships with intention
- Communicate clearly, in writing and in conversation, with leadership, outside counsel, and external partners
- Come in as a learner, take the time to understand how VHI works, and then offer ideas with tact and good political sense
- Collaborate naturally and take pride in making your manager's job easier
We're especially excited if you…
- Are familiar with Virginia Code and Virginia state agency requirements
- Have working knowledge of Virginia healthcare regulations, HIPAA, and healthcare privacy standards
- Have worked with the Virginia Department of Health, DMAS, or other health data organizations
- Have used a contract lifecycle management tool
