POSITION SUMMARY: The Vice President, Business Development serves as the organization’s senior leader responsible for institutional revenue growth, funding diversification, and long-term financial sustainability. The role develops and executes strategies that increase institutional funding from foundations, corporations, governments, bilateral agencies, and multilateral donors while strengthening HIAS’ competitive position in a rapidly evolving funding landscape. As a member of the executive leadership team, the Vice President is accountable for achieving institutional fundraising goals, expanding and diversifying the organization’s donor portfolio, and ensuring that business development investments support strategic organizational priorities. The position drives collaborative revenue generation across programs, finance, and external relations and provides data-driven insights that inform executive decision-making and resource allocation. This position is accountable for achieving institutional fundraising targets, expanding HIAS’ institutional donor base, and strengthening the organization’s long-term revenue sustainability. Note, the salary range for this position is $165,000 - $180,000. This position can be based at our headquarters in Silver Spring, Maryland or our office in New York, New York, or it can be remote for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (California, Colorado, Connecticut, Florida, Georgia, Illinois, Massachusetts, Michigan, New Jersey, Ohio, Pennsylvania, Texas, Virginia). ESSENTIAL FUNCTIONS: STRATEGIC VISION & LEADERSHIP Deliver sustainable growth in institutional revenue aligned with organizational priorities and long-term financial objectives. Expand and diversify institutional funding streams to reduce revenue concentration risk and strengthen organizational resilience. Position HIAS competitively within the humanitarian and development sectors by identifying emerging funding opportunities and strategic partnerships. Provide executive leadership with market intelligence and strategic recommendations that inform organizational planning, investment, and growth decisions. Foster a high-performing, accountable business development function that consistently achieves fundraising and pipeline targets. OPERATIONAL MANAGEMENT Ensure the organization has the systems, processes, and operational infrastructure necessary to scale institutional fundraising efforts and support revenue growth. Establish clear performance measures and accountability mechanisms that improve fundraising effectiveness and operational efficiency. Build organizational capability to effectively manage and pursue institutional funding opportunities across regions and programs. Lead and develop a high-performing team capable of meeting current and future organizational fundraising needs. INSTITUTIONAL FUNDRAISING & PARTNERSHIPS Achieve annual institutional fundraising goals through a balanced portfolio of existing and new funding sources. Increase funding from foundations, corporations, and other strategically prioritized institutional donors. Strengthen long-term donor relationships that result in sustained investment, repeat funding, and expanded partnerships. Drive successful acquisition of new institutional funders that advance organizational growth and strategic priorities. Ensure funding proposals and donor deliverables consistently meet high standards of quality, competitiveness, and compliance. Position HIAS as a preferred partner among institutional donors and strategic collaborators. ORGANIZATIONAL PARTNERSHIP & CAPACITY Strengthen organizational alignment around revenue generation and institutional fundraising priorities. Build agency-wide capability to successfully pursue, secure, and manage institutional funding opportunities. Promote collaboration across departments to maximize funding success and support integrated organizational planning. Establish consistent business development standards that improve organizational effectiveness and donor experience. REVENUE FORECASTING & PERFORMANCE MANAGEMENT Maintain a healthy institutional funding pipeline capable of achieving short- and long-term revenue objectives. Utilize fundraising performance data and forecasting to guide strategic investment and resource allocation decisions. Identify funding risks and emerging opportunities early enough to support proactive organizational action. Provide executive leadership with actionable insights that improve fundraising outcomes, organizational planning, and financial sustainability. QUALIFICATIONS & REQUIREMENTS: Undergraduate degree required; graduate degree in International Relations, Communications, or other relevant social science preferred. 10+ years of experience in institutional development, fundraising or a related field, with at least 3 years in a senior leadership role. A demonstrated track record of achieving ambitious fundraising goals, securing transformational institutional investments, and building long-term strategic donor partnerships. Demonstrated success securing and growing significant institutional revenue from foundations, corporations, and other private philanthropic funders, with additional experience navigating government, bilateral, or multilateral funding environments. Outstanding written and verbal communication skills. Experience working with a CRM to input and analyze data. Significant financial and budget management experience and skills. Previous professional or volunteer work in refugee assistance and/or international development; knowledge of social service and social justice programs in the Jewish community a plus. Exceptional relationship-building skills; must demonstrate a strong sense of vision, a collaborative work style, and the capacity to engage support for HIAS. Strong organizational and time management skills with ability to meet deadlines in a fast-paced environment; able to adapt quickly to changing circumstances. EXTERNAL REPRESENTATION: All employees are expected to represent the organization in alignment with HIAS' mission, vision and values. Some employees of HIAS are expected to speak externally on behalf of the organization with clients, donors, affiliates, partners, etc. as part of their work-related responsibilities.
