Job Title: Vice President, Industry Programs
Department: Technology
Reports to: SVP & CTO
FLSA Status: Exempt
Salary Range: $240,000 - $300,000
Summary:
Responsible for leading CTIA's portfolio of industry programs, including the CTIA Certification Program and other assigned initiatives. Accountable for program strategy, execution, budgets, financial performance, operational efficiency, growth, and continued relevance to CTIA members and the wireless industry. Serves as the executive owner of assigned programs, leading member and ecosystem engagement, program expansion, and the onboarding and ongoing management of new programs as appropriate.
Essential duties and responsibilities include the following; additional duties may be assigned:
- Lead execution for assigned CTIA industry programs
- Establish program priorities, operating plans, performance measures, and resource requirements
- Ensure programs are operationally effective, technically relevant, and responsive to member and industry needs
- Drive execution across program operations, technical activities, member engagement, and supporting functions
- Manage budgets and financial performance
- Develop and manage annual budgets, forecasts, and resource plans
- Monitor revenues, expenses, participation, and other key performance measures
- Ensure programs operate efficiently, remain financially sound, and use resources effectively
- Grow and evolve established programs
- Identify and execute opportunities to increase participation, capabilities, reach, and member value
- Engage members and industry stakeholders to identify emerging needs and logical extensions of existing programs
- Develop plans, budgets, and stakeholder support for program enhancements and expansion
- Work with CTIA teams to assess and onboard approved programs that align with the portfolio; assume ongoing responsibility for their operation and growth as appropriate
- Lead member and ecosystem relationships
- Maintain executive-level relationships with CTIA members, vendors, laboratories, operating partners, technology providers, standards organizations, and other key ecosystem participants
- Serve as the senior CTIA relationship lead for assigned programs, building alignment, resolving issues, and identifying opportunities for continued program development
- Represent CTIA and its programs
- Serve as the primary industry representative and spokesperson for assigned programs
- Represent CTIA at member meetings, conferences, standards organizations, technical forums, and other external events, including presentations, panels, and executive discussions
- Coordinate with Marketing and Communications to support program awareness, participation, and industry engagement
- Lead and develop the Industry Programs organization
- Lead managers and professional staff responsible for program operations, technical activities, and program development
- Oversee vendors, contractors, consultants, laboratories, and operating partners supporting assigned programs
- Establish clear accountability, performance expectations, organizational depth, and succession capability
Supervisory responsibilities:
Has supervisory responsibility over managers and professional and support staff within the Industry Programs function.

Qualifications:

Knowledge:
Strong knowledge of the wireless and telecommunications industry, including wireless technologies, devices, testing, certification, standards, and the broader industry ecosystem. Strong understanding of program operations, budgeting and financial management, member engagement, vendor and partner management, and the growth and evolution of established industry programs.
Education and/or experience:
Bachelor's degree in business, engineering, technology, or a related field required; advanced degree preferred. Minimum of 12 years of progressively responsible experience in wireless, telecommunications, technology, testing, certification, industry programs, or a related field, including at least five years in a leadership role. Demonstrated experience managing complex programs, significant budgets, financial performance, program growth, and senior-level member and industry relationships. Experience working in or with a trade association or member-driven organization preferred.
Language skills:
Strong written and verbal communication skills are required, including the ability to communicate complex technical and business matters to executive, technical, member, and public audiences. Strong presentation and public-speaking skills are required.

The candidate must be flexible to work overtime if needed.
Location:
CTIA is currently operating on a hybrid work schedule with in-person requirements on Tuesdays, Wednesdays, and Thursdays in its Washington, DC office.
