Job Summary
The Youth Services Director (YSD) is crucial for ensuring the operational efficiency of the program while adhering to all applicable organizational rules and regulatory standards. The YSD will be responsible for staff management and leadership, ensuring that the program meets the needs of the clients effectively, while meeting program expectations of the funders and Tabor Children’s Services. The role requires a proactive approach to program oversight including the review and approval of services for Supervised Independent Living (SIL) and Aging Out Independence (AOI) programs, and other future lines of business that may fall under youth services, as well as the development and implementation of policies and procedures that enhance the program’s effectiveness. The YSD will collaborate closely with the program manager and workers to facilitate smooth transitions for clients moving from programs and/or services and is tasked with the oversight of ensuring that tailored service plans and transition plans are done timely and include specific goals and action steps to support each client’s journey towards independence.
The YSD monitors and evaluates client activities to ensure compliance with program, regulatory, and agency standards, while overseeing the timely and accurate documentation of all client-related information. Serves as the leader for programs that encourage and promote client self-advocacy, independent living, and self-sufficiency skills, while providing support and intervention as needed to achieve positive outcomes. Ensures that all client records are accurate, complete, and maintained in accordance with agency, licensing, accreditation, and funding requirements. Participates in the recruitment, supervision, performance evaluation, and professional development of staff, fostering a collaborative, accountable, and mission-driven team culture aligned with TCS's values and organizational goals. Works a Hybrid schedule: 3 days in office and 2 days WFM (schedule can change based on departmental needs). Hours are from 9 am – 5pm Monday through Friday but may also vary according to departmental needs.
Responsibilities
- Provides oversight and development of the Philadelphia youth services programs.
- Provides oversight of client service documentation processes, ensuring service entries are reviewed, corrected, approved, and entered accurately and within established timelines by program management and staff.
- Assists in drafting, planning, and implementing policy and procedures for the programs.
- Reviews, corrects and approves assessments, case notes, service plans, and other program related documents.
- Collaborates with the case workers and other key stakeholders for client transitions between programs and/or services, when necessary.
- Oversees the development of service plans and transition plans with goals and action plans for clients.
- Monitors and evaluates client activities to ensure compliance with required standards.
- Reviews and approves incident reports, by the required deadlines.
- Develops, submits, and implements corrective action plans, as needed.
- Serves as coach for the manager and staff advocating for clients, teaching self-advocacy and self-sufficiency skills.
- Oversees and supports clients in their home, school and community.
- Advocates for funding and referral resources at local, state and national levels.
- Educates the community about programs and their benefits.
- Monitors and assesses the health and safety of a client’s living environment.
- Completes accurate documentation for agency and governing/accrediting agencies.
- Provides case management coverage in the absence of team members or staff shortages
Program Leadership and Supervision Responsibilities:
- Develop and implement youth programs that align with organizational goals.
- Evaluate program effectiveness and make improvements as needed
- Leads efforts to ensure staff and programmatic performance align with organizational goals, contractual requirements, and established outcome benchmarks.
- Responsible for the Supervised Independent Living Program (SIL) lease verification, compliance, and payment accuracy.
- Oversight of the audit and client reconciliation process.
- Ensures the effective coordination and oversight of referral, interview, acceptance, and placement activities to facilitate appropriate service matching for youth in the SIL and AOI programs.
- Actively supports the achievement of census goals, program growth initiatives, and the strategic expansion of departmental programs and services.
- Gathers, reviews, and submits payroll documentation.
- Holds no less than quarterly meetings with all staff.
- Provides supervision and staff development according to policy and funder standards.
- Interviews, hires, plans, assigns and directs work; timely completion of performance appraisals, rewards and provides corrective action up to disciplinary actions, addresses complaints and resolves problems.
- Completes staff training and orientations by ensuring staff receive a full scope of knowledge and understanding of program and company-related information to enhance skills and overall performance.
- Assists in identifying and securing additional program funding opportunities, including researching grant prospects and supporting the development and submission of grant proposals.
- Other duties as assigned.
Qualifications
- Master's degree in social work/human services or a related field required.
- Three years of experience working with youth transitioning from adolescence to adulthood in an independent living program and/or experience in child welfare or social service preferred, two years plus in a supervisory role.
- Knowledge of PA Code 55 3680s, 3700s, Philadelphia Department of Human Services (DHS) standards and expectations, and Department of Behavioral Health (DBH) standards and expectations.
- Capability to achieve desired performance outcomes.
- Capable of working responsibly with highly confidential information.
- Meet deadlines and benchmarks consistently.
- Valid driver’s license and the ability to use your own vehicle.
- Clean driving history record.
- Must be free from any communicable or infectious diseases.
- Provide a valid PA child abuse clearance, FBI check, and criminal background check.
