Position: Health, Safety, and Environment (HSE) Supervisor
Location: Offshore Angola (FPSO / Deepwater Assets)
Work Schedule: 4 Weeks ON / 4 Weeks OFF (Equal Rotation)
Employment Type: Full-time Contract / Project-Based
Job Summary
We are seeking an experienced and proactive Offshore HSE Supervisor to oversee and drive health, safety, and environmental compliance for major deepwater offshore operations in Angola.
In this role, you will be responsible for upholding a rigorous safety culture across complex engineering, brownfield modifications, shutdown/turnaround (TAR), and construction activities. You will work closely with offshore installation managers, project engineers, and sub-contractors to enforce strict compliance with international HSE standards, company policies, and regulatory mandates—ensuring a "Zero Harm" operational environment.
Key Responsibilities
Operational Safety & Compliance
Oversee day-to-day HSE performance across all offshore site operations, high-risk work activities, and SIMOPS (Simultaneous Operations).
Enforce compliance with Safe Systems of Work (SSOW), including Permit to Work (PTW), Job Safety Analysis (JSA), Risk Assessments, and Isolation Management Procedures.
Conduct regular site safety inspections, audits, and walk-arounds across process decks, utility modules, and maintenance zones.
Stop any unsafe act or condition immediately using Stop Work Authority (SWA).
Risk Management & Mitigation
Facilitate pre-job safety meetings, Toolbox Talks (TBT), and risk assessment sessions with multidisciplinary teams prior to executing high-risk tasks (e.g., hot work, rigging/lifting, confined space entry, working at heights).
Identify potential environmental hazards, occupational health risks, and equipment safety issues, implementing swift corrective actions.
Incident Investigation & Reporting
Lead or assist in the investigation of near-misses, incidents, accidents, and environmental spills using recognized root-cause analysis methodologies (e.g., 5-Whys, TapRooT, Kelvin TOP-SET).
Prepare detailed incident reports, track non-conformances, and drive the timely implementation of preventative actions (CAPA).
Maintain complete safety stats, KPIs, and statutory offshore reporting metrics.
Environmental & Emergency Management
Ensure strict adherence to environmental protection guidelines regarding waste management, produced water, chemical handling, and atmospheric emissions.
Participate actively in offshore emergency response teams (ERT), safety drills, and emergency evacuation planning.
Monitor industrial hygiene, living quarter sanitation, heat stress, and ergonomics for offshore personnel.
Leadership & Training
Promote a positive safety culture by mentoring offshore crews, contractors, and national workforce members on safety leadership and hazard awareness.
Conduct site safety inductions for newly arrived personnel and visitor groups on the facility.
Required Qualifications & Experience
Education: Higher National Diploma (HND) or Bachelor’s Degree in Safety Management, Engineering, Environmental Science, or a related technical discipline.
Professional Certifications:
NEBOSH International General Certificate (IGC) or NEBOSH International Diploma in Occupational Health & Safety (Mandatory).
Valid BOSIET (Basic Offshore Safety Induction & Emergency Training) with CA-EBS / FOET.
Valid Offshore Medical Certificate (OGUK / International Standard).
Lead Auditor Certificate (ISO 45001 / ISO 14001) is advantageous.
Work Experience:
Minimum 7–10 years of HSE experience in the upstream Oil & Gas sector, with at least 4–5 years specifically in offshore construction, brownfield modifications, or FPSO operations.
Demonstrated experience working on deepwater offshore platforms or major operator assets in West Africa / Angola.
Thorough mastery of international industry standards (OSHA, ISO 45001, ISO 14001, IOGP guidelines).
Skills & Competencies
Language Skills: Proficiency in English (written and spoken) is required. Fluency or functional proficiency in Portuguese is highly desirable.
Leadership: Strong interpersonal, communication, and conflict-resolution skills with a proven ability to lead multicultural, multi-disciplined workforces.
Technical Knowledge: Deep understanding of heavy lifting/rigging, SIMOPS, mechanical isolations, flaring/gas systems, structural fabrication, and high-pressure system safety.
Analytical: Expertise in risk assessment tools (HAZOP, HAZID, BowTie) and incident root-cause analysis.
Working Conditions & Benefits
Rotation: 4 weeks ON / 4 weeks OFF (Offshore Angola)
Accommodation: Full board and lodging provided on board the offshore facility.
