Position Summary

The Assistant Dean for Human Resources and Strategic Joint Employer Partnerships serves as the executive human resources and organizational strategy leader for the Carle Illinois College of Medicine. The position is responsible for the strategic direction, development, implementation, and oversight of all human resources programs, employment operations, organizational development initiatives, and complex joint employer partnerships supporting the college’s mission.

Reporting to the Associate Dean for Finance and Administration, the Assistant Dean provides executive-level leadership on workforce planning, organizational effectiveness, talent management, employee relations, and employment compliance. This role also serves as the university’s representative for shared employer arrangements where the employee is simultaneously employed by the university and a separate medical entity. The position serves as the principal advisor to college leadership on human resources strategy and workforce-related matters and leads the development and administration of innovative employment models supporting the college’s unique academic, clinical, and interdisciplinary environment.

Duties and Responsibilities

Strategic Human Resources Leadership

Provide strategic leadership and oversight for all human resources functions within the college, ensuring alignment with institutional priorities, workforce needs, and best practices, including aspects unique to a joint employer structure.

  • Develop, implement, assess, and continuously improve human resources policies, practices, and programs that support the college’s strategic priorities while ensuring compliance with university policies, clinical affiliates, and applicable regulations.
  • Serve as a member of the college leadership team, providing guidance on the workforce implications of strategic decisions and organizational initiatives.
  • Act as a senior advisor to the Dean and college leadership on complex and sensitive human resources matters requiring deep knowledge of policy, employment practices, organizational dynamics, and higher education administration.
  • Provide leadership and consultation to managers and supervisors regarding employee relations, conflict resolution, performance management, and organizational effectiveness, including issues that intersect with joint employment structures.
  • Advise college and unit leaders on workforce planning, talent development, succession planning, and effective management practices.
  • Develop and lead initiatives that strengthen organizational culture, employee engagement, and workplace effectiveness.
  • Serve as the primary liaison with Illinois Human Resources, the Office of the Provost, Office for Access and Equity, University Counsel, Claims Management, and other campus units on human resources matters.
  • Serve as an ex officio member of the College Appointments, Promotions, and Tenure Committee, providing policy and procedural guidance.
  • Serve as the college EEO Vice Chair, advising leadership on compliance and best practices and reviewing annual, periodic, and search related EEO data.
Organizational Relations and Strategic Joint Employer Partnerships

Provide leadership and oversight for organizational design, workforce strategy, and the college’s joint employer partnership with Carle Health and additional clinical affiliates.

  • Serve as the primary liaison and lead employment-related activities associated with joint faculty appointments between the college and Carle Health, including workforce planning, recruitment, hiring, compensation, benefits coordination, employee relations, leave administration, and separations.
  • Lead the development, implementation, ongoing evaluation, and refinement of employment structures, policies, processes, and operational frameworks supporting complex joint employment models. Responsible for coordination with legal counsel and non-university organizations to implement joint-employment legal agreements.
  • Advise the Dean on organizational design, workforce alignment, and operational strategies that advance the college’s mission and strategic objectives.
  • Partner with finance leadership to develop workforce analytics, personnel projections, staffing models, and hiring plans that support effective resource allocation and long-term planning.
  • Lead and support special projects focused on organizational effectiveness, workforce innovation, and strategic operational initiatives.
Human Resources Administration and Operations

Provide leadership and oversight for all human resources operations, services, and processes supporting faculty, staff, trainees, and student employees.

Talent Acquisition and Workforce Planning
  • Lead faculty recruitment activities and develop innovative appointment, compensation, and service models that support evolving instructional, clinical, and research needs.
  • Collaborate with college leadership to develop specialized workforce strategies and recruitment programs supporting unique populations such as medical residents, standardized patients, and other specialized roles.
  • Oversee the compensation model for the college.
  • Lead a team of HR professionals to direct and oversee recruitment and hiring processes for all employee groups, including faculty, academic professionals, civil service staff, postdoctoral research associates, student employees, graduate assistants, and extra-help employees.
Employee Lifecycle Management
  • Lead a team of HR professionals to direct and oversee onboarding, performance management, employee relations, promotions, position reviews, organizational changes, employee leaves, and separations.
  • Lead the administration of employee relations matters, disciplinary actions, grievances, and termination procedures.
  • Advise supervisors and employees regarding employment rights, responsibilities, and available resources.
  • Facilitate resolution of employee workplace conflicts. Counsel college leadership and staff regarding workplace design and principles that support employee well-being and promote effective performance.
  • Foster activities and communications in support of an inclusive, encouraging, and positive environment. Serve as a resource for programs and initiatives supporting employee recognition, organizational assessment, engagement, wellness, and retention.
HR Compliance and Payroll Administration
  • Lead a team of HR professionals to direct and oversee all payroll related functions of the college including time reporting, pay adjustments, supplemental compensation, and special payments.
  • Lead a team of HR professionals to direct oversee employee leave programs, including Family and Medical Leave, SURS disability, Workers’ Compensation, and other leave processes. Oversee mandatory leave reporting for exempt employees.
  • Lead a team of HR professionals to direct and oversee human resources compliance activities for the college including disability and religious accommodation processes, ethics reporting, training requirements, labor notices, and other regulatory obligations.
Human Resources Systems, Data Management, and Reporting
  • Lead strategic management and reporting of human resources data to support college planning, accreditation requirements, compliance obligations, and institutional reporting needs.
  • Lead continuous improvement initiatives involving compensation, faculty service tracking, workforce analytics, and other human resources related processes.
  • Lead a team of HR professionals to develop and implement systems, processes, and procedures to ensure the effective and efficient execution of human resources related initiatives and management of data.
  • Lead a team of HR professionals to oversee the management of personnel records and records retention processes.
  • Lead a team of HR professionals to partner with information technology staff to enhance HR systems, reporting capabilities, and integrated workforce databases.
Staff Leadership and Development
  • Supervise and develop human resources staff through coaching, mentoring, performance management, and professional development opportunities.
  • Develop communication strategies and tools that effectively convey human resources information and organizational updates.
  • Assist with dissemination of information and training opportunities to Carle Illinois employees and administrators to stay abreast in current and evolving human resources regulations and practices.

Qualifications

Minimum Qualifications
  • Bachelor’s degree.
  • At least 10 years of relevant professional experience in human resources/employee relations/talent development.
  • At least 5 years of experience managing and leading teams.
Preferred Qualifications
  • Master’s degree in a field directly related to human resources and/or an advanced degree in a field directly related to human resources

Knowledge, Skills and Abilities

  • A working knowledge of the State Universities Civil Service System Statute and Rules is required.
  • Must be familiar and comfortable with pertinent areas within the University’s Statutes and The General Rules Concerning University Organization and Procedure, Provost’s Communications, Campus Administrative Manual Personnel Policies, State Universities Retirement System guidelines, and relevant current federal and state rules and regulations.
  • An in-depth understanding of the university’s guiding principles related to academic appointments is necessary.
  • This position requires a strong work ethic, the ability to see the big picture, and close attention to detail with consistent follow-up.
  • Knowledge and experience with academic and civil service personnel policies and procedures at UIUC is necessary.
  • This position requires strong project and time management, problem solving, team building and conflict resolution skills, as well as skills and abilities to work cooperatively with all constituencies in a unique environment of engineering-based medical education in the context of the Carle and Illinois private/public relationship.
  • An approachable leadership style with a consistent focus on the college’s immediate and strategic goals.
  • This position will require effective use of interpersonal and communications skills that incorporate tact and diplomacy.
  • The individual holding this position must have the ability to maintain appropriate confidentiality of work related information and materials in accordance with regulations and ethical norms, such as FERPA and HIPAA.
  • Must have a record of accomplishment that reflects excellent organizational skills, ability to communicate effectively with others through multiple communication methods, and follow-through to complete tasks.

Appointment Information

This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the close date. The budgeted salary range for this position is $130,000 - $160,000. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.

This position is eligible for sponsorship for work authorization, except for sponsorship of a new H1B petition that would incur the $100,000 fee.
