KBR’s National Security Solution (NSS) Procurement & Supply Chain function seeks a Associate Specialist Subcontracts Admin to provide a full range of procurement and administration activities associated with subcontracting work. Qualifies suppliers, issues requests for proposals, maintains subcontract files in accordance with established procedures. Oversees and performs the full range of procurement and administration activities associated with subcontracting work on a project. Under general supervision and occasional direct supervision, perform assignments requiring experience and knowledge of standard concepts within their field. Displays core job competencies by analyzing possible solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through the completion of an undergraduate degree. Key Responsibilities: Review of Government solicitations Prepare and Issue RFPs to Subcontractor teammates Issue data calls our Subcontractor teammates for any information that may be required to support proposal efforts. Prepare OCI packages for our Subcontractor teammates Review and negotiate Subcontractor pricing Prepare Govt. proposal submission instructions for Subcontractor teammates Negotiating Non-Disclosure Agreements and Teaming Agreements Perform comprehensive price analysis Negotiation of Subcontract Agreements, to include the negotiation of Terms & Conditions Preparation of all required documentation to include in Subcontract file to ensure CPSR compliance. Issuance of a variety of procurement actions (Purchase Orders, Subcontracts, Modifications, etc.) Monitoring of Purchase Orders/Subcontracts within purchasing system Identify and mitigate contract risks Close-out Subcontracts and Purchase Orders in accordance with procedures Work Environment: Location: Hybrid Travel Requirements: Minimal 0-20% Working Hours: Standard Required Qualifications: Security Clearance Requirement: Clearance Eligibility. If needed, ability to obtain TS/SCI security clearance. Polygraph may be required. 2 + years of relevant experience in purchasing /subcontracts B.S. / B.A. Majors: Business Administration, Business Management, Contract Administration, Supply Chain Management or Business Law Should possess sound reasoning skills and the ability to interpret policies and government regulations in day-to-day activities Effective communication and coordination with internal stakeholders as well as Suppliers Experience working with FAR, DFARS, Agency regulations, ITAR, etc. Team Player with excellent interpersonal skills Proficient in Microsoft Suite (Excel, Word, PowerPoint, or Project) Desired Qualifications: Organized and systematic approach to task management that enables timely closure of actions Ability to work independently Experience with Deltek Costpoint Experience with Deltek Timekeeping Moderate to expert excel skills Basic Compensation: $67,000.00 - 93,000.00. This range is for the Virginia area only The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity. Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
