Chief Financial Officer Thayer County Health Services, Thayer County, NE POSITION SUMMARY: Provides financial leadership for all aspects of Thayer County Health Services. Designs, implements and manages all systems for identifying and controlling the income and expenses within the facilities and lines of business including Charge Master oversight; consults with and advises Chief Executive Officer and Board of Trustees regarding plans for generating increased revenue streams and controlling operational costs in relation to the overall goals of the hospital, strategies, the market and the needs of the community, county and extended patient marketplace. SUPERVISION: Reports to CEO/President. SHIFT: Full-Time, Exempt, Days Incentives: *Eligible for a Relocation Reimbursement Bonus JOB QUALIFICATIONS: Bachelor’s Degree in Accounting or Business Administration required. Master’s Degree in Business or Healthcare Administration preferred. CPA preferred. Minimum of 2-3 years of Critical Access Hospital experience required. Minimum of 2-3 years in a healthcare leadership role required. Knowledge of CMS regulations and reimbursement policies required. Ability to generate, interpret, and take action as it relates to basic financial statements, national and state regulations, and organizational policies and procedures. Ability to write reports and various correspondence to effectively present information to a wide variety of parties. Ability to solve problems and identify solutions. PRINCIPAL RESPONSIBILITIES: Serves as a member of the Senior Leadership Team. Manages departmental supervisory responsibilities as assigned. Manages the hospital’s financial resources. Responsible for developing a formal budget and supervising the budget process. Develops, coordinates and analyzes the hospital’s policies on finance, accounting, insurance, patient billing and internal controls. Provides ongoing reviews and analyzes and communicates financial reports and data to the CEO and Board of Trustees. Manages the financial policies for the organization to control the receipt of revenue, expenditures of funds and preservation of assets. Oversee organizational investment activities to maximize return while minimizing risk. Evaluates and recommends to the CEO an appropriate rate/charge structure and any changes as necessary. Evaluates the organization’s objectives as they relate to the third-party reimbursement and conducts the appropriate analysis. Responsible for developing a three-year capital budget to identify and plan for organizational capital needs. Establish and maintain all appropriate records and reports applicable to the financial operation of the organization. Review of financial impact of hospital contracts. Prepare periodic reports outlining the institutions’ financial position in all areas of assets, liabilities, income and expense based on past, present and planned future operations. Provides for organization and maintenance of an effective system of accounting and cost determination. Responsible for continually reviewing and modifying cost systems and data collection to ensure maximum reimbursements for patient services. Ensures the timely filing of federal, state, third party and other financial reports as required, including the Medicare and Medicaid Cost Reports. Works with HR Director to provide for and understand the current insurance needs of the institution and to assure that proper protection from liability or other losses is being provided. Works with HR Director to analyze the cost impact of employee benefit programs and compensation plans. Orients new employees and provides training to department staff in an appropriate and thorough manner. Creates an environment of transparency, respect, and open communication within own department and other departments. Plans, coordinates, and prepares for year-end audits by public accounting firms and outside auditors. Responsible for establishing and maintaining healthy interpersonal relationships with all staff. Abides by all federal and state laws and regulations and hospital policies and procedures. Attends all required meetings and activities, maintaining a professional affiliation to stay abreast of current trends and changes in the financial field. Perform all other duties as assigned PERFORMANCE STANDARDS: Maintains and promotes good health practices. Will conform to TCHS procedures and policies. Will perform all duties as described by the job description. Does not discuss patient matters such as medical treatment, diagnosis or history outside of the clinical setting in; keeping in compliance of HIPAA. Understand and comply with the requirements of Thayer County Health Services’ Compliance Program, including, but not limited to, the Code of Conduct, the Compliance Manual, all supporting policies for compliance and compliance plans. Participate in all education and training programs regarding compliance as required by organizational policy and as requested by supervisor. Consistently support the Compliance Program through personal example; the provision of day-to-day instruction and correction to employees in regard to compliance-related issues; application of appropriate discipline as required for compliance violations; and ongoing monitoring of activities and work product in areas of responsibility with respect to compliance related issues. Identify departmental and/or facility improvement opportunities and actively engage staff as appropriate to promote performance improvement initiatives. Establish, modify, and monitor department specific performance improvement opportunities. When appropriate, develop action plans and report to Performance Improvement Committee. Demonstrate formal greetings with patients, visitors and TCHS staff. Willingly accepts new responsibilities and cooperates with implementation of change. Dresses in neat, clean and professional attire for the patient care; maintaining high personal hygiene standards. Demonstrates respect, integrity, compassion, and excellence through a “We Care” philosophy with all patients, visitors, and TCHS staff. Performs other duties as required and assigned. WORKING CONDITIONS: Indoor, smoke free, patient care environment. Occasional contact with biohazardous materials and communicable diseases.
