Pima County Regional Flood Control Department has an opening for a Community Engagement Specialist who will support the District’s outreach and communications efforts by assisting with website management, outreach material development, and staffing of public engagement events. The position will expand the District’s ability to participate in outreach opportunities and strengthen communication between District programs and the public. As the Community Engagement Specialist, you will be the primary web editor for our Civic Plus and Intranet sites and ensure content meets accessibility standards and compliance requirements, assist in outreach material coordination such as presentations and physical media, staff outreach events alongside other district personnel and support event preparation, and serve as secondary point of contact for general media requests and appearances, if appropriate.

Essential Functions:

  • Assists in implementing and supporting promotional activities related to the advertisement and marketing of community programs or services;

  • Supports the planning and participation in administrative and operational activities for community engagement programs;

  • Collaborates with county departments and the public to support community engagement through various programs, outreach events, and educational activities;

  • Assists in identifying and addressing barriers to participation for culturally and economically diverse communities, including currently and historically marginalized groups;

  • Helps establish and maintain liaison relationships and coordinates community engagement activities with other departments, public and private agencies, and organizations;

  • Provides support services to county and public associations, including assistance with communications, newsletters, activity planning, public relations, outreach efforts, and general information;

  • Assists in organizing and facilitating community engagement activities and events;

  • Supports the maintenance of related webpages and social media accounts;

  • Assists in collecting and analyzing data, preparing reports, and compiling statistical materials for management review;

  • Helps monitor and track expenditures related to community services or initiatives, contributing to data collection and reporting.


Minimum Qualifications:


Associate's degree from an accredited college or university in public relations, communications, social work, community development, or a closely related field as determined by the department head at the time of recruitment, AND two (2) years of experience in community outreach, engagement, or a related area.


(Relevant experience and/or education from an accredited college or university may be substituted.)


OR:


One (1) year of experience with Pima County in a relevant position as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Minimum two (2) years experience copywriting for public content such as website content, informational mailers, outreach displays, brochures, technical reports, and social media captions.

  • Minimum two (2) years experience in project management, including tracking project schedules, monitoring the status of deliverables and deadlines, and coordinating timelines among multiple external stakeholders and internal teams.

  • Minimum two (2) years experience conveying complex and technical concepts to a general audience as well as communicating efficiently between internal teams.

  • Minimum two (2) years experience of website editing for content and accessibility, including knowledge of content management systems.

  • Bilingual (English/Spanish).

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:


Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. 


Special Notice Items: Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems. The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Pima County determines whether a position is eligible for visa sponsorship at the time of recruitment. Eligibility is based on the requirements of the position and applicable laws and regulations. Not all positions with Pima County are eligible for visa sponsorship.
