Project Overview: Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers. Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Job Summary: The Batch Plant STR is Bechtel's single point of contact for concrete supply on Project Cardinal. The concrete subcontract covers the design, procurement, construction, and operation of a dedicated concrete batching facility and the subcontract requires Bechtel to appoint a full-time Field Coordinator to assist the subcontractor with scheduling and coordinating concrete deliveries. This position fills that obligation. The STR works between the area field engineering teams that request concrete and the batch plant that produces it, converting the placement schedule into an executable batching and delivery plan. The plant is sized around a nominal 500 cubic yard per hour main plant with a 200 cubic yard per hour backup, a single placement potentially ranging from 2,500-3,500 cubic yards, and nighttime operation, so the role carries responsibility for continuity of supply on placements that run around the clock. Major Responsibilities: Placement Scheduling and Delivery Coordination Maintain the rolling concrete placement forecast for the project and reconcile it weekly against the batch plant's production and delivery capacity. Administer the subcontractor's electronic concrete request system on Bechtel's behalf, ensuring every placement is requested with the correct mix design, quantity, pour rate, and start time. Coordinate truck sequencing, cycle times, and haul routing with the plant and the placing crews so that continuous supply is maintained through the placement, including night and multi-shift pours. Confirm plant readiness before each placement, including availability of the backup plant, transit mixer count, and the offsite backup facility when the on-site plant is unavailable. Manage in-progress changes during a pour — rate reductions, hold points, weather delays and shutdowns — and communicate them promptly to the plant, the placing superintendent, and the responsible field engineer. Plant Interface and Subcontract Support Serve as the day-to-day field interface with the concrete subcontractor's plant management and appointed Field Coordinator and escalate commercial or performance matters to subcontracts administration. Track subcontractor compliance with the batch plant requirements of the scope of work, including NRMCA plant certification, scale certification, and the twelve-month recertification cycle, mixer uniformity testing, and permits for construction and operation of the plant. Verify that electronic batch tickets and production records are issued for every load and are retrievable for the project record. Monitor aggregate, cement, and admixture stock levels against the forward placement schedule and flag supply shortfalls before they affect the schedule. Major Responsibilities(Contd.): Quality and Technical Support Confirm that the mix design called for on each request matches the approved design for the structure being placed, and coordinate the introduction of new or revised mix designs with engineering and quality control. Coordinate with quality control on plant-side sampling and testing, and support resolution when concrete is rejected, retempered, or reworked at the plant — including additional testing of subsequent loads after any plant adjustment. Support pre-placement readiness reviews and pre-job briefings, providing the batch plant portion of the placement plan and the contingency position for plant or pump breakdown. Participate in after-action reviews on concrete quality events and carry the resulting plant-side corrective actions to closure. Environmental, Safety and Health Hold the batch plant area to the same standard of care as the rest of the site, and confirm the subcontractor maintains a qualified safety representative onsite whenever work is being performed. Verify implementation of the subcontractor's approved environmental management plan, with particular attention to spill control and response and concrete washout controls at the reclaim and spoil area. Coordinate concrete truck traffic with site logistics and security so that delivery routing, badging, and access do not conflict with other site activity. Reporting and Records Report daily and weekly concrete volumes placed, plant availability, and delivery performance into the project's progress and performance reporting. Maintain the delivery ticket and placement record file so that quantities placed can be reconciled against subcontractor invoicing and against installed work quantities. Review and approve Daily Reports for subcontractor. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience. Required Knowledge and Skills: Bachelor's degree in civil or construction engineering, construction management, or an equivalent combination of technical education and heavy civil field experience. Five or more years of field experience on heavy civil or industrial construction, including direct involvement in structural and mass concrete placements. Working knowledge of ready-mix batching operations, mix designs, admixtures, delivery cycle time, and the plant conditions that affect concrete as delivered. Demonstrated ability to coordinate multiple crews and a supplier under schedule pressure, and to make supply decisions during an active placement. Willingness to work night shift, weekend, and extended-hours coverage to match the placement schedule.
