Subcontract Technical Representative The Subcontract Technical Representative (STR) position reports to the Director of Contracts and is responsible for providing strategic technical oversight, compliance reviews, assisting management of changes and support of continuous improvement in key TerraPower subcontract relationships. Managed activities have a total scope of over $4 billion in design/development, licensing, EPC, commissioning and utility transition. The position collaborates with Procurement, Legal, Finance and other key stakeholders and oversees other Contracts team members to provide support for technical compliance, execution performance/metrics, negotiations and implementation of improvements in subcontracting. In addition, the STR assists with the development of corporate and supplier strategy. Responsibilities Develop and maintain the technical interface and direction between Company and subcontractor to ensure communication, timely management of changes, clarification of requirements, project goals and escalation as needed for assigned relationships or subcontracts. Develop or support development of statements of work (SOW) and project planning to execute the subcontractor scope that will meet project objectives. Develop or support development of specifications as necessary to communicate subcontractor technical requirements definition. Workscope may include construction of facilities, installation of systems/sub-systems, equipment, components, materials and processes. Provide technical direction and oversight of subcontractor’s work with cross-functional support from others at Company to ensure delivery of data and other deliverables to meet requirements. Coordinate or support Company technical review process of subcontractor deliverables and ensure appropriate responses. Assist management of technical interfaces between subcontractor’s work and interfacing projects/activities within Company. Analyze complex issues, provide guidance to internal and external stakeholders, and ensure compliance. Provide support to contract administration and commercial activities as needed to implement project scope and requirements. Maintain awareness of supplier technical capabilities, organization changes and relationships to ensure positive feedback to Company interests. Monitor and evaluate subcontractor performance utilizing established processes, systems and metrics; collaborate on performance management program including collection of metrics and improvement action plans. Key Qualifications and Skills Engineering degree (Mechanical, Electrical, Chemical or Materials preferred) with academic focus relevant to nuclear power plant/equipment engineering with a general understanding of the design of reactor plant and related systems. Experience in Construction Management or similar field or an equivalent combination of education and experience. Minimum of 15 years of experience in technically-oriented management of customer to subcontractor interface. Experience working on manufacturing, industrial, government, infrastructure focused projects; including in-depth understanding of construction or commercial contracts and delivery methods. Direct experience in contracting or working with engineering scope in the nuclear industry and international projects (preferred). Relevant experience with DOE, National Labs and their operations. Proficient in process mapping, root causes analysis, problem solving, and value-stream mapping. Highly self-motivated, analytical, and customer centric. Excellent interpersonal skills and communication. Exemplary organizational and communication skills and ability to work independently in a team environment, including interface with Procurement, Legal, Finance and other functional organizations. Developed leadership qualities; ability to work well with all levels of staff, management, suppliers and associates. Experience in implementing project controls/metrics including EVMS. Excellent network and PC-based application skills in MS environment including Office (Teams, Word, Excel, Powerpoint, Sharepoint) and other software.
