Position Overview

The Construction Manager serves as KANA's owner's representative for all capital and construction projects across owned and leased facilities in Kodiak and the village communities KANA serves. Owns the delivery, quality, and cost of approved projects from scoping through closeout, and is KANA's primary point of contact with contractors, architects, engineers, and regulatory agencies throughout every phase of construction. Reports to the Vice President of Administration as an independent role with its own goals and accountability, distinct from the Facilities Director, and presents to the Chief Executive Officer at defined design-review gates. Partners with the Facilities Director, who sets the capital budget envelope, scope, and priorities and owns the operating side of the department, and with Finance and procurement on contracting and payment. Holds authority to withhold acceptance and payment on work that does not meet specification.

Key Responsibilities

Owner's Representation and Project Delivery

  • Acts as the owner's representative and primary point of contact between KANA and contractors, architects, engineers, and other stakeholders throughout all phases of construction projects.
  • Delivers approved projects on time, within the approved budget, and to the required quality standards, from scoping and design through construction, closeout, and handover to Facilities operations.
  • Establishes each project's schedule, milestones, and success criteria against the scope and budget set with the Facilities Director and manages performance against them.
  • Reviews project plans, specifications, and change orders, and makes recommendations that optimize project outcomes; manages change orders within the authority defined in Appendix A.
  • Prepares and maintains comprehensive project documentation, including reports, budgets, schedules, submittals, and correspondence.

Quality Control and Design Review

  • Develops and implements quality-control processes to ensure construction work meets organizational standards, specifications, and industry best practices.
  • Conducts regular site visits and inspections to monitor progress and conformance with building codes, safety regulations, project plans, and specifications.
  • Presents at the Chief Executive Officer's three design-review gates (design and layout, materials and finishes, and final walkthrough and acceptance) and carries the CEO's decisions into execution (Appendix A).
  • Verifies that completed and vendor-delivered work conforms to specification before recommending acceptance and withholds acceptance and final payment on nonconforming work until it is corrected.

Budget, Procurement, and Contractor Management

  • Owns and manages each approved project's budget within the capital envelope set by the Facilities Director, tracks costs and forecasts to completion, and reports variances promptly.
  • Prepares scopes and solicitations for construction contractors, architects, and engineers; evaluates bids; and recommends awards in accordance with organizational and grant-related procurement policy, coordinating with the Facilities Director and Finance.
  • Manages construction contracts and contractor performance, holds contractors to schedule, quality, and safety standards, and documents performance.
  • Verifies that all projects and documents follow KANA's policies and funding guidelines, including grant terms where applicable.

Compliance and Safety

  • Ensures all construction activities comply with local, state, and federal building codes and regulations, and that required permits, licenses, and inspections are obtained and documented.
  • Establishes and enforces job-site safety expectations with contractors, in coordination with the Safety and Emergency Preparedness Manager, to provide safe sites and minimize risk to staff, beneficiaries, and the public.
  • Provides technical guidance on electrical, HVAC, and plumbing systems to project teams as needed.

Reporting and Partnership

  • Reports monthly, jointly with the Facilities Director, on active project status, budget, schedule, risks, and quality to the Vice President of Administration and Leadership.
  • Confers with the Facilities Director and other department heads to coordinate work, plan operational handover, and limit disruption to services.
  • Fosters effective relationships with department heads, architects, engineers, contractors, vendors, Tribal Councils, and regulatory agencies to facilitate smooth project execution.

Qualifications

Bachelor's degree in Construction Management, Engineering, Project Management, or a related field. Minimum five (5) years of experience managing construction or capital projects as an owner's representative, project manager, or construction manager, preferably in a health care or institutional setting, including demonstrated experience managing project budgets, contractors, and change orders. Proven experience in quality control and assurance processes within the construction industry. Equivalent combination of education and/or experience may be considered.

AK Class “D” vehicle license required. Licensed driver for the past three consecutive years with an acceptable driving record.

Work Schedule

KANA’s standard work schedule is 37.5 working hours per week, consisting of 7.5 paid working hours per day plus a one-hour unpaid lunch break (8.5 hours on site per day).

Adjusts to a changing work schedule based on project needs, emergencies, and scheduled departmental activities.
