Construction Program Manager - MFS - R025758 Primary Location : DC-Washington Employee Status : Regular Overtime Status : Exempt Job Type : Standard Work Shift : 1st Shift Relocation Provided : Yes Compensation Grade Low : FR PAY GRADE 26 Compensation Grade High : FR PAY GRADE 28 Minimum Salary : $128,600.00 Maximum Salary : $210,500.00 Posting Date : Jul 29, 2026 Position Description Minimum Education Bachelor's degree or equivalent experience Minimum Experience 6 Summary The Construction Program Manager oversees the planning and execution of all phases of major capital construction projects, space acquisitions, and renovations for both owned and leased space. Develops and manages project plans and budgets. The Senior Facilities Program Manager is responsible for independently managing the most complex and unique construction projects and oversees the entire project team including Board staff and consultants. Acts as liaison to division leadership, internal customers, and external stakeholders at other agencies through design and construction. Develops briefings to senior division and Board leadership. Duties and Responsibilities Plans and coordinates the design, renovation, or construction of major building projects aimed at meeting the Board's strategic space planning needs. Directs project team and oversees development specifications and drawings for architectural, engineering, mechanical, and other related design and construction activities Directs and monitors work in progress and evaluates performance of contractors and consultants. Keeps senior leadership informed of project status. Manages the day to day activities of the project team using best practice project management principles, methods, and tools to monitor progress. Prepares a comprehensive project plan to include critical milestones and performance measures. Works closely with B&A to develop and manage multi-million dollar capital and operating project budgets. Serves as COTR with oversight responsibility of all contracts awarded in support of capital projects. Oversees the construction administration process, including monitoring status of submittal documents, requests for information, schedules, invoices, change orders, compliance with contract documents, and any necessary corrective action requirements. Works closely with the Procurement function and Legal Division to ensure accuracy and compliance in all phases. Coordinates project decisions with other Board sections such as the LEU, Technical Security, Safety & Emergency Preparedness, and the IT Division to ensure collaborative and efficient decision-making. Manages the RAC! process for approving and informing project changes. Provides options and backing analysis to management for decisions. Analyzes and critiques design and construction projects and recommends improvements to section management. Ensures compliance with industry accepted standards, ASHRAE, national and local codes, AIA specifications, federal specifications including but not limited to OSHA, EPA, and ADA codes. Negotiates exceptions as appropriate. Represents, with appropriate management oversight, the FRB in coordination with external groups such as the US Commission on Fine Arts, National Capital Planning Committee, the District of Columbia Department of Transportation (DDOT), and local agencies. Responsible for regular project progress reporting to stakeholders such as the Strategic Planning Office (SPO) and Internal Review Board (IRB) in DFM. Conducts analysis and provides information and technical advice to division senior staff, Division Director, and Administrative Governor for assigned design and construction projects. Represents, with appropriate management oversight, the division and the Board at conferences, meetings, and in communication with other government agencies. Keeps current with new techniques and state-of-the-art engineering and architectural design professions. Position Requirements FR 26: Bachelor's degree in a relevant field (engineering, project management or construction management), or equivalent experience with a minimum of 6 years of relevant experience. A current registration as professional engineer (PE) or registered architect (RA) is strongly desired. FR-27 (Sr. Construction Program Manager): Bachelor's degree in a relevant field (engineering, project management or construction management) or equivalent experience and 8 years of relevant experience. A Professional Engineer (PE) or registered architect license is required upon hire. FR-28 (Principal Construction Program Manager): Bachelor's degree or equivalent experience in a relevant engineering or construction field and 10 years of relevant experience. A current registration as professional engineer (PE) or registered architect (RA) is required. Required Skills/Experience: Knowledge of planning and evaluating project management methodology used to organize and direct the efforts of functional specialists in major construction projects; set priorities and determine resource requirements; determine long and short-term goals and strategies; and coordinate with the functional specialists and FRB organizations to accomplish relocation goals, monitor progress and evaluate outcomes. Knowledge of written, oral, and visual communication techniques to explain, evaluate and negotiate operating requirements; resolve critical issues, coordinate work efforts and negotiate resolutions to problems. Able to present information and conduct meetings and discussions in a concise and professional manner and present comprehensive plans, budget, technical concepts, and recommendations to senior­ level FRB officials. Knowledge of the relationships between the architecture, design and construction, facilities management industries, real estate development concepts, asset development and management, tenant representation requirements, historical preservation means and methods, and Federal versus private sector applications in these areas, are required. Experience in building design, construction, renovation, maintenance and repair and demonstrated experience and qualifications as the lead project manager on high dollar value projects. FR-28: in addition to the above, a candidate must have the following: Possesses advanced skills and knowledge of planning and evaluating project management methodology used to organize and direct the efforts of functional specialists in major construction projects; set priorities and determine resource requirements; determine long and short-term goals and strategies and coordinate with the functional specialists and FRB organizations to accomplish relocation goals, monitor progress, and evaluate outcomes. Advanced knowledge of the relationships between the architecture, design and construction, facilities management industries, real estate development concepts, asset development and management, tenant representation requirements, historical preservation means and methods, and Federal versus private sector applications in these areas, are required. Requires experience in building design, construction, renovation, maintenance and repair of demonstrated experience and qualifications as the lead project manager on high dollar value projects (valued at least at $500 million). Notes: This position requires an on-site presence in Washington, DC. US Citizenship is required for this role. The expected salary range for this role is $128,600 - $210,500. Final offers are determined by experience and education, as well as internal and external factors.
