Project Overview: Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits. The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources. Job Summary: The CSU Area Manager is responsible for supporting the program wide testing and commissioning (T&C), the operations and maintenance (O&M), and the asset data and handover of the infrastructure and systems for the Riyadh Expo 2030 Project in Saudi Arabia. This role involves participating in a team to coordinate with consultants, contractors, and other stakeholders to ensure project delivery meets safety, quality, and budget standards. The role requires collaboration with clients, contractors, other project management consultants, and regulatory bodies to implement T&C and O&M processes, integrated testing schedules and reporting which will include the gradual and final handover of the assets. The preferred candidate will support the Commissioning and Startup Manager to ensure proper sequencing of activities, provide guidance to contractors through the project stages and oversee various T&C phases. This position demands strong commitment in safety and ethics, populating effective reporting systems, quality oversight, and support fostering collaborative relationships to ensure the successful testing, commissioning and handover of the systems Major Responsibilities: Plan, coordinate and direct CSU activities within an assigned area for the Riyadh EXPO Project. Supervise, coordinate, and review the work of assigned Contractors’ engineers, estimate staffing needs and schedules. Supervise Contractors’ personnel as required to support commissioning activities (i.e.: Electrical. Mechanical, HVAC, fire protection commissioning, etc.). Plan work with the Contractors’ to monitor and control it in accordance with the terms of the contract to stay within the schedule constraints. Coordinate and oversee Contractors’ interface testing. Review of testing documentation including scoped documents, test records, test procedures and other similar required documents. Review system test documentation (all disciplines) for adequacy and completeness in accordance with project procedures. Provide input to engineering on revisions required to system descriptions, vendor operating and maintenance manuals, etc. Prepare the necessary design change and non-conformance documents in accordance with EXPO procedures as required to document as-built conditions and/or properly resolve deficiencies. Prepare/ review detailed CSU plans for assigned Contractors’ system commissioning activities. Provide input and updates to project controls as required to maintain accuracy and progress of project schedules, and other progress tracking tools. Coordinate closely with Contractors’ Construction delivery teams for turnover of systems and Documentation. Participate in system Handover walkdowns for both Construction and Client turnovers. Using well developed interpersonal skills interact closely and frequently with client management and maintaining a level of commercial awareness that does not create adverse exposure to the project’s financial and schedule positions. Use Microsoft Word, Excel, Access and Bechtel Standard Applications such as Aconex, ACC in the execution of work assignments. Work hours as required, including shiftwork, overtime, weekends and holidays as necessary to support the project. Ensures that work being performed is within scope of services and within budget. Coordinates with client representatives to obtain approval on work as it is accomplished. Review and approve key CSU Contractors methods statements, Job Hazard analysis, procedures, and schedules. Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience A recognized degree in an engineering or scientific discipline from an accredited college or university, or A professional license in an engineering discipline, or Extensive progressive work experience in Heavy industry or MEP Testing & Commissioning. Required Knowledge and Skills: Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and application of computers to engineering problems. Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas. Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing. Previous EXPO project testing & commissioning experience a plus but not essential MEP buildings services (District Cooling, HVAC equipment such as CRACs, VRV, air handling units, chillers, rotating equipment, fire alarm pumps, etc…) testing & commissioning experience is essential. Demonstrated skill in leadership. Have supervisory/leadership experience Skill in English oral and written communication. Must be able to obtain the right to work and remain in the Kingdom of Saudi Arabia Receives operational surveillance, administrative supervision and technical guidance from the Testing & Commissioning Manager. Supervises and provides technical direction to Contractors CSU manager, engineers and assigned personnel. Maintains good relationships with Client, Project Partners, Contractors and project management personnel. Represents CSU on project teams as assigned.
